TO: Andrew P. Powers, City Manager
FROM: Nader Heydari, Public Works Director
DATE: September 29, 2026
SUBJECT: Moorpark Storm Drain Pipe Lining and Repair at Gainsborough (MI 2622)
RECOMMENDATION:

1. Authorize staff to advertise the Moorpark Storm Drain Pipe Lining and Repair at Gainsborough (MI 2622) for construction bids.

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. $251,446 in carryover budget is available in the Adopted FY 2026-27 General Fund Budget for MI 2622. The total project cost is estimated at $311,850. Additional appropriation may be required at the time of construction award, depending on the actual bids received.

BACKGROUND:

A video inspection performed of the existing 24-inch Corrugated Metal Pipe (CMP) storm drain under Moorpark Road, approximately 570 feet north of East Gainsborough Road, has revealed significant pipe deterioration requiring replacement of the pipeline crossing under the northbound lanes. Additionally, a pavement depression which has developed directly above the same storm drain line on southbound Moorpark Road, also requires repair to address underlying subgrade structural deficiencies. Upon completion of all replacement and repairs, the entire length of the storm drain will be lined with cured-in-place lining material. (Attachment #1).

To address these issues, the City executed Task Order No. 1 and subsequent Amendment No. 1 to Task Order No. 1 with Fuscoe Engineering, Inc. under their on-call professional consulting services agreement with the City to perform engineering analysis and produce final construction plans, specifications, and engineer’s estimate for the project. Due to the proximity of several major underground utilities, including Southern California Edison high-voltage facilities (66kV encasement and 16kV lines), specialized design and construction details were required.

DISCUSSION/ANALYSIS:

The project was advertised for bids on June 19, 2026, through the informal bidding process, with an Engineer’s Estimate of $180,000. Bids were received on July 29, 2026, with the lowest bid totaling $258,995. Due to higher unit prices resulting from the small project quantities and increased material costs, all bids exceeded the Engineer’s Estimate and the applicable threshold for the informal bidding process.

Following an evaluation of bids by staff in consultation with the design consultant, all of the bids from June 2026 were rejected. The project design was subsequently revised to address several constructability concerns identified during the evaluation. As part of the redesign, the unit price estimates were also updated to reflect current construction costs. The resulting revised project cost exceeds the threshold for the informal bidding process and will therefore require procurement through the formal bidding process through City Council authorization.

The estimated costs are as follows:

Design & Engineering (previous action) $ 42,350
Estimated Construction Cost including contingency (future action) $264,500 City Furnished Materials/Services (future action) $5,000 Total Estimated Project Cost $311,850
The tentative schedule for construction is as follows:

Bid Opening October 2026
Award Construction Contract December 2026
Start of Construction January 2027
Project Completion Spring 2027
The project plans and specifications are complete and available for review upon request to the Public Works Department by email at [email protected] or by phone at (805) 449-2400.

Staff recommends the project be authorized for bids. Following the receipt of the bids, staff will return to City Council with a recommendation to award the construction contract.

Community Outreach: A public outreach plan has been established, with a focus on residents located adjacent to the project as well as the general public. Project website updates will be utilized to inform the public and receive feedback. Additionally, before the start of construction, notices will be mailed to all property owners in the project area and intermediate special notices will be delivered to individual properties impacted by specific issues.

This project meets City Council’s Top Ten Priority #9 “Public Works Infrastructure & Sustainability.”
CIP PROJECT PRIORITY (as outlined in FY 2025-26 and FY 2026-27 CIP Program Budget)
Priority Two – Necessary, but not essential, and there could be consequences if deferred.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goals:

C. Operate City government in a fiscally and managerially responsible and prudent manner to ensure that the City of Thousand Oaks remains one of California's most desirable places to live, work, visit, recreate, and raise a family.

F. Provide and enhance essential infrastructure to ensure that the goals and policies of the Thousand Oaks General Plan are carried out and the City retains its role and reputation as a leader in protecting the environment and preserving limited natural resources.
