Temporary Bypass, Pumping, and Flow Management Services Agreement September 29, 2026
BACKGROUND:
The City periodically requires temporary pumping and bypass services to respond to urgent or unplanned conditions involving its water, wastewater, and stormwater systems. These services may include temporary pumping, bypass piping, flow conveyance, storage, temporary power, related equipment, and operational support. Historically, the City has procured these services on an as-needed basis, often under circumstances requiring rapid mobilization.
Establishing an agreement with a qualified service provider will improve response readiness and streamline procurement by providing established pricing, terms, and response requirements before the services are needed.
DISCUSSION/ANALYSIS:
In accordance with Government Code Section 4526 and Thousand Oaks Municipal Code Section 3-10.401, staff solicited a formal Request for Proposals (RFP) for Temporary Water, Wastewater and Stormwater Bypass, Diversion, Pumping and Management Services. Unlike the low bid requirements of the Public Contract Code, contracts for general services should only be awarded to firms or persons who have demonstrated an adequate level of experience, competence, training, credentials, resources, staffing, and other professional qualifications necessary for more than a satisfactory performance of the services solicited.
On July 17, 2026, the solicitation was published in the Thousand Oaks Acorn newspaper and on the City’s e-procurement website, which notified 2,437 users, generating 895 views and 42 downloads. The solicitation closed on August 19, 2026. From this effort, the City received proposals from the following three service providers:
1. Western Oilfields Supply Company dba Rain for Rent Santa Paula, CA
2. MPK Solutions Ventura, CA
3. Toro Enterprises, Inc. Oxnard, CA
A committee of Public Works Operations staff evaluated the proposals based on qualifications and experience, approach, proposal quality and responsiveness, and cost. After careful review, the committee determined that Western Oilfields Supply Company, a Delaware Corporation, dba Rain for Rent (Rain for Rent), provided the strongest proposal and was the best fit for the work described in the RFP. Rain for Rent demonstrated a strong understanding of the City’s needs, relevant experience, emergency response capabilities, and extensive equipment resources. Its comprehensive approach included backup and contingency equipment, competitive pricing, and demonstrated experience successfully providing similar services to the City.
Temporary Bypass, Pumping, and Flow Management Services Agreement September 29, 2026
For these reasons, staff recommends awarding a General Services Agreement to Rain for Rent in an amount not to exceed $500,000, with a term ending September 30, 2031. Staff and Rain for Rent have agreed upon the material terms of the agreement and are finalizing the remaining provisions. Staff therefore recommends authorizing the City Manager to execute the final agreement, subject to review and approval by the City Attorney’s Office.
This action meets City Council’s Top Ten Priorities #9, “Public Works Infrastructure & Sustainability.”
