Sourcewell is a cooperative purchasing organization that conducts competitive solicitations and establishes contracts for goods and services that may be utilized by participating public agencies. Cooperative purchasing allows eligible agencies to utilize competitively solicited contracts established by another public agency or cooperative purchasing organization, commonly referred to as “piggybacking,” subject to the City's applicable purchasing requirements.

Sourcewell competitively solicited flooring materials and related services and awarded Supplier Agreement No. 061323-SII to Shaw Integrated and Turf Solutions, Inc. (Attachment #1). The agreement includes flooring materials, supplies, installation, and related services at established contract pricing and terms. Staff identified the Sourcewell agreement as an available cooperative purchasing contract that can support the City's flooring needs at various facilities on an as-needed basis.

DISCUSSION/ANALYSIS:

Pursuant to Thousand Oaks Municipal Code (TOMC) Section 3-10.203(b), the City may “piggyback” onto, or join, an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency. Utilizing the Sourcewell agreement allows the City to obtain flooring materials and related services under competitively established pricing and terms without conducting a separate solicitation.

Shaw flooring products are currently used in multiple City facilities, including luxury vinyl tile (LVT) and carpet products. Continued use of these products will maintain consistency in appearance, materials, performance, and maintenance requirements. Product consistency also allows Facilities staff to match or supplement existing flooring when completing repairs or replacements and reduces unnecessary variation in flooring products across facilities.

The proposed agreement with Shaw Integrated and Turf Solutions, Inc. (Attachment #2) would provide an annual not-to-exceed amount of $100,000, with a total not-to-exceed amount of $400,000, for flooring materials and related supplies and services on an as-needed basis. The initial term would end September 30, 2027, with up to three one-year options to extend the agreement through September 30, 2030. Purchases and services would be authorized only as needed and within available budget.

Staff recommend approval of the proposed piggyback agreement with Shaw in an annual not-to-exceed amount of $100,000, with a not-to-exceed amount of $400,000 over the lifetime of the Agreement.
