LEVINE ACT ITEM: Yes
FINANCIAL IMPACT:
No Additional Funding Requested. Funding for as-needed fire alarm and suppression system extra services is included in various Adopted FY 2026-27 General Fund accounts. Services will be utilized on an as-needed basis, as budget allows.
BACKGROUND:
The City owns multiple facilities equipped with fire alarm and suppression systems in accordance with applicable building and fire safety codes. The systems include wet sprinklers, and various dry chemical systems. On-going preventative maintenance, inspection, and repairs are required to maintain system functionality.
Quarterly and annual inspections and testing are required by the National Fire Alarm and Signaling Code to ensure the systems are operational and in compliance with building safety codes.
Fire Alarm and Suppression Systems Services at Various City Facilities October 13, 2026
On July 2, 2024, City Council approved Contract No. 13658-2024 (Agreement) with Cal Building, Inc. for fire alarm and suppression systems maintenance services at various City facilities. Services provided under the Agreement include fire alarm maintenance and testing, fire-suppression system testing and servicing, clean-agent system testing and servicing, and related corrective repairs. The Agreement has a total not-to-exceed amount of $672,000, including $61,583 for Extra Services. Extra Services allow the City to authorize corrective repairs, equipment replacement, and other work outside the routine service requirements when deficiencies or unanticipated needs are identified.
DISCUSSION/ANALYSIS:
Throughout the term of the Agreement, staff have identified several fire alarm and suppression system components that required repair, replacement, or modernization due to age, condition, or operational deficiencies. The City authorized Cal Building, Inc. to complete the work through the use of the extra services in the Agreement in order to maintain reliable fire and life-safety systems at City facilities. As a result, the extra services funding has been fully utilized and additional funding is needed to address future unanticipated repairs throughout the remaining contract term.
Staff recommends approval of the First Amendment to the Agreement (Attachment #1) to increase the extra services authorization by $75,000, increasing the total not-to-exceed amount to $747,000 to provide capacity for additional repairs, replacements, and system improvements as needs are identified. Services would be authorized only when needed and in accordance with the Agreement.
The extra services would allow the City to address needs identified through inspections, testing, or system failures. Due to the as-needed nature of the work, the specific facilities requiring services cannot be determined in advance.
