A SUPPLEMENTAL MEMORANDUM OF UNDERSTANDING SETTING FORTH THE HOURS,
WAGES AND WORKING CONDITIONS FOR EMPLOYEES REPRESENTED BY TORRANCE MUNICIPAL EMPLOYEES-AFSCME LOCAL 1117.
An agreement of the undersigned representatives of the Torrance Municipal Employees - AFSCME Local 1117 and the representatives of the City of Torrance (City) that:
The attached Resolution is recommended to the City Council for adoption to add the Positions of Transit Equipment Attendant, Transit Mechanic, and Senior Transit Mechanic to the Torrance Municipal Employees (TME) -AFSCME Local 1117 Memorandum of Understanding (MOU).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TORRANCE, CALIFORNIA, AMENDING RESOLUTION
NO. 2019-38 SETTING FORTH CHANGES REGARDING
HOURS, WAGES AND WORKING CONDITIONS FOR
EMPLOYEES REPRESENTED BY TORRANCE MUNICIPAL
EMPLOYEES -AFSCME LOCAL 1117
The City Council of the City of Torrance does hereby resolve as follows:
SECTION I
That Resolution No. 2019-38 is hereby amended.
SECTION 11
The following agreement between representatives of Management and the representatives of Torrance Municipal Employees -AFSCME Local 1117 is hereby amended as follows:
ARTICLE 2 -COMPENSATION
SECTION 2.1 SALARY RANGES AND CLASS TITLES
ADD:
C . The following salary ranges are assigned to classes covered by this MOU effective January 30, 2022.

ARTICLE 3-SPECIAL COMPENSATION
SECTION 3.1 PREMIUMS
ADD:

3. Tire Technician Assignment
The Transit Equipment Attendants and Equipment Attendants primarily assigned to heavy duty tire work shall be paid a premium of seventy-five cents (75¢) per hour while so assigned.
12. A premium of 5% for Transit Equipment Attendants in Transit for duties relating to city inspections as well as other vehicle inspection duties. A premium of 5% for equipment attendants in Fleet Services for duties relating to city inspections as well as other vehicle inspections. (Premium for Equipment Attendants in Fleet Services is for duties specifically related to inspections while so assigned and is effective January 1, 2008).
ARTICLE 4 -BENEFITS
SECTION 4.12 TOOL ALLOWANCE
ADD:
A. Employees in the classification of Body and Paint Mechanic, Mechanic, Senior Mechanic, Transit Mechanic, Senior Transit Mechanic, Welder and Senior Welder shall receive a tool allowance of $250 every six (6) months of employment payable in June and December of each year. Where a Mechanic or Senior Mechanic is required by assignment to use metric tools, he shall receive a one-time reimbursement of $100 upon proof of purchase of such metric tools.
B. Tool box self-insurance program for mechanic, Transit Mechanic and Senior Transit Mechanic positions in Fleet Services and Transit Fleet Services is fully described in Attachment E.
SECTION 4.16 LICENSES
ADD:
A. The City shall pay the cost of enrollment in approved courses for smog, brake, and lamp adjustment for Mechanics and Sr. Mechanics. The City shall pay the cost of enrollment in approved courses for ASE Certified Master Transit Bus Technician for Transit Mechanics and Sr. Transit Mechanics. The Department Head shall determine the participant(s) in such classes any given time. Employees may take these classes during working hours providing the class does not exceed 120 hours in length. Employee(s) may only earn straight time while at these classes, so work schedules may have to be altered for the duration of the class.

SECTION Ill SEVERABILITY
If any section, subsection, sentence, clause, or phrase of this resolution is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of the resolution. The City Council hereby declares that it would have passed this resolution and each section, subsection, sentence, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.
