A RESOLUTION OF THE CITY COUNCIL OF TORRANCE,
CALIFORNIA, UPHOLDING AN APPEAL AND DENYING A
PRECISE PLAN OF DEVELOPMENT AS PROVIDED FOR

TORRANCE MUNICIPAL CODE TO ALLOW TO ALLOW
THE CONSTRUCTION AND OPERATION OF AN
AUTOMATIC CARWASH ON PROPERTY LOCATED IN
THE C3.PP ZONE AT 2880 SEPULVEDA BOULEVARD

WHEREAS, the Planning Commission of the City of Torrance conducted a public hearing on November 3,2021, to consider an application for a Precise Plan of Development filed by PM Design Group (Pegah Fazeli) to allow the construction and operation of an automatic carwash on property located in the C3-PP Zone a12880 Sepulveda Boulevard; and WHEREAS, the Planning Commission approved the subject request by a vote of 4-2, with a Commissioner absent; and
WHEREAS, an appeal to the City Council was filed on November 18, 2021; and WHEREAS, the City Council of the City of Torrance conducted a public hearing on March 15,2022, to consider an application for a Precise Plan of Development filed by PM Design Group (Pegah Fazeli) to allow the construction and operation of an automatic caruvash on property located in the C3-PP Zone a12880 Sepulveda Boulevard; and
WHEREAS, the matter was continued to March 29,2022; and WHEREAS, the City Council of the City of Torrance conducted a public hearing on March 29,2022, to consider an application for a Precise Plan of Development filed by PM Design Group (Pegah Fazeli) to allow the construction and operation of an automatic carwash on property located in the C3-PP Zone a12880 Sepulveda Boulevard; and
WHEREAS, on March 29,2022, the City Council of the City of Torrance by roll call vote upheld the appeal and denied the subject request; and
WHEREAS, due and legal publication of notice was given to owners of property in the vicinity thereof and due and legal hearings have been held, all in accordance with the provisions of Division 9, Chapter 6, Article 2 of the Torrance Municipal Code; and WHEREAS, the City Council of the City of Torrance does hereby find and determine as follows:
a) That the property for this Precise Plan of Development is located at 2880 Sepulveda Boulevard;
b) That the property is described as Lot 1 as shown on Parcel Map No. 2960, filed in Book 38
California;
c) That in-fill development projects within City limits on a project site of no more than five acres substantially surrounded by urban uses are Categorically Exempted by the Guidelines for lmplementation of the California Environmental Quality Act, Section 15332; d) That this Precise Plan will not accomplish the systematic execution of the General Plan and will not promote good planning, because the carwash development is not compatible with the surrounding area; and
e) That the proposed use will discourage the appropriate existing or planned future uses of surrounding properly because the carwash will not further the goals of the General Plan, is not compatible with current development trends in the surrounding vicinity, and has the potential to create nuisances.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF TORRANCE HEREBY DENIED PRE21-00006, filed by PM Design Group (Pegah Fazeli) to allow the construction and operation of an automatic carwash on property located in the C3-PP Zone at 2880 Sepulveda Boulevard.
