Associate Engineer Jessamine Que introduced the item to the City Council. She read the report which went over the background and history of the item.

Members of the public were allowed to speak at this time.

James Henry questioned why the general fund was being used and how they came up with their amount budgeted. Public Works Director Bilezerian stated that there were only certain funding sources eligible for use once the maximum non-general use was utilized and so Torrance had to contribute.

Councilmember Sheikh inquired if residents were bearing any cost. Public Works Director Bilezerian noted that there were property taxes but that it was essentially $1.71 per month for illuminated sidewalks/roadways 24/7 and 365 days per year.

A member of the public stated how much he has paid in property taxes and for lights. He continued that he doubted the proper use of the funds that Torrance receives from residents.

ALLOW REPLACEMENT OF TWO WALL SIGNS AND REFACING OF A ROOF SIGN

ON PROPERTY LOCATED WITHIN THE DOWNTOWN TORRANCE DISTRICT, COMMERCIAL SECTOR AT 2026 TORRANCE BOULEVARD. THE PROJECT IS CATEGORICALLY EXEMPT FROM CEQA PER GUIDELINES SECTION 15311 - ACCESSORY STRUCTURES. SGN23-00009: MIKE HEFFERNAN (SMBD

INVESTMENTS, LP)
Recommendation of the Planning Commission and Community Development Director that City Council:
1) Deny the appeal; and
2) Adopt a RESOLUTION denying the appeal and denying a Sign Permit to allow the replacement of two walls signs and refacing of a roof sign on property located in the Downtown Torrance District at 2026 Torrance Boulevard.

Planning and Environmental Manager Oscar Martinez introduced the item to the City Council. He used slides to overview the project, which included pictures showing the property.

Councilmember Mattucci recalled the code on signage. He questioned the specific wall being used in height. Planning and Environmental Manager Martinez responded that both lngratia and Florence Boulevard are taken into account. Councilmember Mattucci stated that there needs to be flexibility and that he would support America's Tire rebranding effort.

Community Development Director Michelle Ramirez stated that due to Torrance code there could be certain signage allowed in one area and not another area. Councilmember Mattucci and Planning and Environmental Manager Martinez discussed the standards involved with the tire company and how it associates with current Torrance procedure. Assistant City Manager Santana explained that this item is to help make the code clear and added that the City Council can make exceptions.

Councilmember Griffiths warned about making too many exceptions and that the roof sign provides enough signage to see what the building is. He supported denying the appeal.

Councilmember Kaji inquired if the sign standard was made during the time when the downtown area was part of the redevelopment district. Planning and Environmental Manager Martinez responded that was correct. In response to Council member Kaji, Assistant City Manager Santana reviewed the history as to why the downtown area was imposed on, such as the consistency in aesthetics.

Planning and Environmental Manager Martinez detailed the dimensions of the signs. He and Councilmember Kalani discussed the photos of the letters and the signs.

The appellant, Diego Ronalda with Sunset Signs, stated he represented America's Tires.

He stated that the square footage allowed per wall sign was higher than what they were originally proposing. He continued that just the graphics on the faces were the only thing changing. He stated that having a small sign with this larger building would not look right.

The landlord representing the ownership overviewed the history of the location. He stated that a corporate tenant would be beneficial and are offering a great deal. He added that they upkeep the property. He argued for allowing the signage the way they want it.

A member of the public stated that the city has too many regulations to be going after a sign .

Councilmember Sheikh questioned the appellant about why they did not work with the Planning Commission more. Mr. Ronaldo stated that they did, and it was not useful, so they came up with different sizes to gauge which size was okay.

Councilmember Sheikh and Planning and Environmental Manager Martinez discussed that the appellant wanted a decision on a single night at the Planning Commission but had been offered for a continuance.

In response to Councilmember Kalani, Planning and Environmental Manager Martinez answered that the issue was there was a size limit on the letters so stacking may not be a solution.

He added that one line at 18 inches could meet the requirement as was previously met.

In response to Councilmember Mattucci, Planning and Environmental Manager Martinez stated that it was calculated by the area of the wall and, using the appellant's provided dimensions, the allowable space would be 759 square feet of total sign area which would be within code . Councilmember Mattucci stated that they would likely have to revisit what was allowable on major thoroughfares.

Councilmember Mattucci and staff discussed the procedure on continuing and updating policy.

The City Council took a recess at 10:27 p.m. The City Council returned from recess at 10:33 p.m.

Planning and Environmental Manager Martinez stated that staff calculated the area to be closer to 600 square feet for the allowable area, which was within the amount.

Councilmember Kalani inquired about the time of the sign, to which Mr. Renaldo stated that it was on an astronomical timer. She continued that being on Torrance Boulevard makes a difference potentially and that she had some issues with some of the options.

Mr. Ronaldo concluded that it was about creating economic growth for the city and that some revisions to sign regulations should be made.

Councilmember Sheikh and staff discussed the consequences of changing some positioning.

MOTION: Councilmember Griffiths moved to close the public hearing. Councilmember Lewis seconded the motion. The motion carried by a vote of 7-0.

Councilmember Griffiths commended the company but that exceptions can be dangerous and changing the code for an exception was not appropriate.

MOTION: Councilmember Mattucci moved to approve option 1 at 425 square feet or less, and bringing back an item for revision to current overlay code especially along major arteries .

Councilmember Kaji seconded the motion. The motion carried by a vote of 5-2 with Councilmembers Sheikh and Councilmember Griffiths voting no.
