RESOLUTION NO. 2024-19
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TORRANCE, CALIFORNIA AMENDING THE DOWNTOWN
TORRANCE SIGNAGE STANDARDS
WHEREAS, on April 3, 2024, at the direction of the City Council, an informational item was prepared for the Planning Commission of the City of Torrance regarding amendments to the Downtown Torrance Signage Standards. The Planning Commission considered the informational item, took testimony, and directed the Community Development Department to forward the matter to the City Council for consideration; and
WHEREAS, on April 23, 2024, the City Council considered amendments to the Downtown Torrance Signage Standards and took public testimony;
WHEREAS, the purpose of amending the Downtown Torrance Signage Standards is to fulfill the goals and programs identified in the Downtown Revitalization and Connectivity Plan by applying signs standards established in Chapter 11 of Division 9 of the Torrance Municipal Code to those commercial properties with frontage along the arterial streets of Cabrillo Avenue, Carson Street and Torrance Boulevard. The Downtown Torrance Signage Standards, as amended, will preserve the character and pedestrian scale of the Downtown Torrance District; WHEREAS, on April 23, 2024, the City Councils finds that the amendments to the Downtown Torrance Signage Standards are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(3) and 15061 (b)(3); and NOW, THEREFORE, BE IT RESOLVED the City Council hereby adopts the Downtown Torrance Signage Standards, as amended, that are attached to this Resolution as Exhibit A and are incorporated into this Resolution by this refence. The Downtown Signage Standards, as amended, are hereby effective as of the date hereof.
