9. ADMINISTRATIVE MATTERS
9A. ADOPT RESOLUTION AMENDING THE PARKING VIOLATIONS FINE SCHEDULE

FOR PARKING PENAL TIES ASSESSED WITHIN THE CITY OF TORRANCE Recommendation of the Chief of Police that City Council adopt a RESOLUTION amending the parking violations fine schedule for parking penalties assessed within the City of Torrance and repealing Resolution No. 2020-54.

Supervisor Newman introduced the item to the City Council.

Members of the public spoke.

Councilmember Lewis took issue with setting the fee with such a high amount on street sweeping and the action of making it late 21 days later when some people get paid once a month.

She stated that it was restrictive and penalizes people who do not have a driveway or garage for their cars. She conceded that keeping the streets clean was important however.

Councilmember Gerson inquired about moving to a comparative model . and if there were any other models that could be used in determining the structure. Supervisor Newman responded that this was the most optimal method to see how other agencies were doing this. Councilmember Gerson questioned why a tier system was not investigated, to which Supervisor Newman responded that a tier system would be a large undertaking with many moving pieces. Supervisor Newman elaborated on the restrictions on cameras on street sweepers.

Councilmember Lewis and Police Chief Jeremiah Hart discussed the topic of using ALPR.

Councilmember Lewis suggested tabling this until more information from Police Chief Hart and the continuous gathering of data on what technology can and cannot be used.

Councilmember Sheikh voiced concern about the severity of the fees, and implored other ways to single out the cars that are causing issues and going after them. Councilmember Sheikh inquired about the data on outstanding tickets. Supervisor Newman stated that $900K was outstanding. Councilmember Sheikh suggested tabling until more data come forward and that the fee seemed too high.

Mayor Chen and City Manager Chaparyan discussed the various ways staff is working on enforcement and helping the public with education.

Councilmember Martucci stated that this was not a money-making mechanism. He also stated that the choice was between enforcing the law and keeping the streets clean, and added that Sacramento created a lot of the issues with cars not having parking. Councilmember Mattucci recommended approving the fee structure with the caveat of revisiting the street sweeping program to make it better for residents in high-density areas. Supervisor Newman corroborated that this was not a money maker for Torrance.

Councilmember Lewis reiterated that she does not have a problem with 20% across the board, and that people need to move their cars . She stated that she simply wanted to table this and then put together all of the information. She added that the sheer cost of the street sweeping ticket was too high, but that there should still be a ticket. Police Chief Hart noted that calls for service were the majority of the parking enforcement. Councilmember Lewis explained the issues facing those who live in the low-income, high-density housing. Supervisor Newman stated that Aleksander Alderete

because their number in the department have decreased, they went with calls for service and that ends up with high-density being the area most responded to. Councilmember Lewis reiterated that reducing the bail schedule for a street sweeping ticket was needed.

Police Chief Hart overviewed the items that the City Council wanted included as a package.

Mayor Chen suggested to focus on the fee structure for now and wait until more information later.

Councilmember Gerson stated that he did not support contracting out street sweeping nor parking enforcement. City Manager Chaparyan interjected that they were looking at hybrid models to address staffing shortages, and that they have used this in the past. Councilmember Gerson stated that it was important to know how much the cost was and how much recouping there was.

Councilmember Kalani voiced her support for the resolution as stated. She continued that high-density areas are the areas that need clean streets the most. She noted that waiver programs could work for those who cannot afford the higher cost tickets, but that a cost should be there to disincentive incorrect parking.

Councilmember Lewis noted that she did not want to overburden citizens with the high cost of the street sweeping tickets, and that the high outstanding is likely because it is the same people getting ticketed over and over again. She did agree that the streets needed to be clean.

In response to Councilmember Kalani, Supervisor Newman responded that there was a waiver program for people to go through.

MOTION: Councilmember Mattucci moved to adopt Resolution No. 2024-58, and accept the fee schedule as is with the ability to come back later with all the data and make changes individually. Councilmember Sheikh seconded the motion.

City Clerk Poirier read the number and title for Resolution No. 2024-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TORRANCE REPEALING RESOLUTION NO. 2020- 54 AND ADOPTING AN AMENDED PARKING VIOLATION PENAL TY SCHEDULE FOR
