SUMMARY
On November 19, 2024, the City Council of the City of Torrance adopted Ordinance No. __________, granting a ten-year franchise to Zenith Energy West Coast Terminals LLC, with one ten-year option term for construction and operation of fuel oil pipelines to be located in public rights of way.
The existing sixteen-inch diameter pipeline enters the City at 238th Street and going west to Crenshaw Boulevard then north to Sepulveda Boulevard. West in Sepulveda Boulevard to Madrona Avenue. Pipeline continue north and leave City Streets at railroad right-of-way and exit the City at 182nd Street.
An extension fee of $15,000 and franchise fee as provided in Public Utilities Code section 6231.5 will be paid by the Grantee within 30 days after the Council adopts the Ordinance granting the Franchise.
