SUBJECT: COMPLIANCE CONFIRMATION WITH FEDERAL AND STATE REGULATIONS (OSFM LINE ID #0390, LINE 518-519 EL REAL TO

HAWTHORNE)

Dear Mr. Suree:

CAL FIRE – Office of the State Fire Marshal (OSFM) confirms that Line 518-519, operated by Zenith Energy West Coast Terminals LLC (Zenith) in the City of Torrance, was inspected by the OSFM for compliance with federal and state regulations in June 2023.

Zenith’s Line 518-519, with OSFM ID LINE ID #0390, is an active crude oil pipeline that runs from El Real to Hawthorne. This active segment has a 16-inch diameter and spans a total length of 8.79 miles. However, Zenith does not own the 12-inch pipeline, which spans 511 feet and runs from Torrance to Redondo. Additionally, the OSFM does not regulate the 12-inch pipeline, as it was abandoned a long time ago.

Under the California Pipeline Safety Act and the U.S. DOT Code of Federal Regulations (CFR), Zenith is required to operate and maintain its pipelines in accordance with established safety protocols. An inspection conducted in June 2024 found no regulatory violations on Line 518-519.

If you have any questions regarding this issue, please contact Andy Chau, Supervising Pipeline Safety Engineer, at (562) 305-0679.
