DISCUSSION
The City of Torrance (City) is a federal entitlement grant recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S.
Department of Housing and Urban Development (HUD). On June 20, 2023, City Council approved the Consolidated Plan (Con Plan) covering FY 2023-27 and Annual Action Plan covering FY 2023-24. The FY 2023-27 Con Plan and FY 2023-24 Action Plan pertained to the City’s HOME allocation of $510,196. The City entered into a grant agreement with HUD for the administration of the HOME funds on September 13, 2023. On May 8, 2024, HUD announced the FY 2024-25 HOME and CDBG allocations, which included an allocation amount of $440,017.33 in HOME funds and $1,002,313 in CDBG funds for the City of Torrance. On July 2, 2024, City Council approved a Substantial Amendment to the Con Plan covering FY 2023-27 and Annual Action Plan covering FY 2024-25. The Substantial Amendment was necessary to add the administration of the CDBG program. In prior years, the Los Angeles County Development Authority (LACDA) administered the City’s CDBG grant. As a condition of receiving funds, the City must submit a Consolidated Plan Annual Performance and Evaluation Report (CAPER) yearly to HUD.

5 CAPER
The purpose of the CAPER is for each participating jurisdiction to report and assess the progress made towards achieving strategic plan and action plan goals. The three goals outlined in the FY 2023-24 Action Plan derived from the Strategic Plan were to: Expand Affordable Housing Opportunities, Planning and Administration, and Provide Vital Homeless Services. In FY 2023- 24, the City continued to expand affordable housing opportunities by operating the Housing Choice Voucher Programs through the City’s Public Housing Agency (PHA). The PHA entered into 88 new contracts in FY 2023-24, including new admissions, port-ins, and existing tenant moves. Additionally, the PHA began to administer an allocation of 7 Stability Vouchers in FY 2023-
24. The Stability Vouchers assist households experiencing or at risk of homelessness, those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking. The City provided vital homeless services through the Homeless Street Outreach Team and 40-unit Temporary Housing Program 3290 Temporary Housing Village (3290) for people experiencing homelessness.
In FY 2023-24, the City did not expend HOME funds. As stated in the Strategic Plan, due to the high cost of land and property in the Torrance area, the City anticipates using the FY 2023-24 allocation in combination with the FY 2024-25 allocation to fund a future affordable housing project. The City was not a direct grantee for CDBG funds in FY 2023-24, therefore this funding is not included in the CAPER.
On September 6, 2024, a legal advertisement was published in the Daily Breeze announcing the 15-day public comment period for the Draft CAPER, which began on September 9, 2024, and ended on September 23, 2024 (Attachment 1). No comments were received during the public comment period. The CAPER was submitted to HUD on September 27, 2024. The Final CAPER is included as Attachment 2.
