DISCUSSION
The Torrance Fire Department’s Emergency Medical Services Division requires Advanced Life Support (ALS) ambulance units to respond to medical emergencies, accidents, and other patient calls for service on a daily basis. To continue providing a high level of emergency medical care, the new ambulances will serve as replacements for the following units, which will have met or exceeded their useful lifecycles by the anticipated delivery date:
Vehicle No. Vehicle Year Make Model
280 2010 International 4300 Ambulance
289 2011 Ford E 450 Ambulance
City Council
November 19, 2024
In February 2021, the City of Torrance (City) entered into an interlocal contract for cooperative purchasing (ILC21-11059) with the Houston-Galveston Area Council (H-GAC) as an end user in their cooperative purchasing program, known as H-GACBuy. The H-GACBuy program allows local governments and certain non-profits to contract or agree to make purchases or provide purchasing services and other administrative functions appropriately established by another government entity. The estimated cost of two (2) ambulances is $582,705.83, with an additional 10% contingency of $58,270.58 requested for potential manufacturer increases to the forthcoming model year.
Staff researched and identified H-GACBuy contract #AM10-23 with Republic EVS for the purchase of emergency response vehicles. The Torrance Municipal Code (TMC) authorizes participation in cooperative purchasing agreements like those established by Sourcewell while also adhering to the City’s procurement policies. A cooperative purchase is allowable under TMC Section 22.3.100 entitled “Exceptions to the Competitive Process” which states:
“The competitive selection processes set forth in this Chapter do not apply in the following categories however purchases shall be made in accordance with procedures and regulations established by the City Manager:
c) Competitive procedures were followed by a governmental agency, including a federal, state, county, city, joint powers agency, special district, or cooperative purchasing agency consisting of one or more such agencies, that are equivalent to the procedures set forth in this Chapter, and the goods or services are supplied to the City at the same or better price as the price obtained by that agency.”
Accordingly, staff recommends that City Council appropriate funds and authorize a purchase order with Republic EVS of Huntington Beach, CA in the amount of $640,976.41, including sales tax, for two (2) 2024 Ford F-450 Medix Metro Express 153 Type I ambulances as a cooperative purchase with H-GAC. The expected delivery of the new ambulances is approximately 24 months from the issuance of the purchase order.
