From: Hedieh Khajavi, Human Resources Director
By: Cinda Herring, Civil Service Commission Chair
Tina Ortiz, Principal Human Resources Analyst | [email protected] Subject: Civil Service Commission and Human Resources – Approve Reclassification of 1.0 Full-Time Employee (FTE) Fire Battalion Chief. Expenditure: None.

RECOMMENDATION
Recommendation of the Civil Service Commission and Human Resources Director that City Council approve the reclassification of 1.0 full-time employee (FTE) Fire Battalion Chief position to the classification of 1.0 FTE Deputy Fire Chief position.

FUNDING
None required.

DISCUSSION
The Deputy Fire Chief is an assignment premium pay per the Safety Management Salary Resolution, Section 2.2.A Premium Pay and is bestowed upon one Battalion Fire Chief. Due to CalPERS regulations governing premium pay for special assignments, the 5% premium pay language was removed from the Resolution. The position of Deputy Fire Chief will now be a classification with its own salary grid. Therefore, the current incumbent 1.0 FTE Battalion Fire Chief who is assigned to the Deputy Fire Chief premium pay requires a reclassification into the position of Deputy Fire Chief to align with the nature and scope of the current work being performed, which will have no fiscal impact.

The Civil Service Commission’s Policy on Transfer of Incumbent Employees Without Examination (Policy) establishes six criteria for considering a transfer of incumbents to positions that are reclassified or reallocated (Attachment 1).

This information was analyzed under the criteria of the Civil Service Commission’s Policy, which clearly demonstrated that all six factors had been adhered to in consideration of the allocation of the incumbent to the proposed classification without examination. Therefore, it is recommended that the incumbent, Alec Miller, be reclassified from Battalion Fire Chief to Deputy Fire Chief.

At their meeting on August 26, 2024, the Civil Service Commission approved the reclassification City Council
