Recommendation of the Finance Director that the Finance and Governmental Operations Committee approve the meeting minutes of February 27, 2024.

6. ADMINISTRATIVE MATTERS
6A. Finance – Accept and File Fiscal Year 2024-25 First Quarter Budget Review Report. Expenditure: None.
Recommendation of the Finance Director that the Finance and Governmental Operations Committee:
1. Accept and file the Fiscal Year 2024-25 First Quarter Budget Review Report; and
2. Recommend to the City Council to accept and file the Fiscal Year 2024-25 First Quarter Budget Review Report.
6B. Finance – Approve Proposed Fiscal Year 2024-25 First Quarter Program Modifications. Expenditure:
$669,108 (General Fund and Non-General Fund)
Recommendation of the Finance Director that the Finance and Governmental Operations Committee:
1. Approve the proposed program modification in the City Council’s fiscal year 2024-25 General Fund operating budget in the amount of $141,908; and
2. Approve the proposed program modification in the City Manager’s Office’s fiscal year 2024-25 General Fund – Measure SST Fund operating budget in the amount of $102,447; and
3. Approve the proposed program modifications in the Community Services Department’s fiscal year 2024-25 General Fund operating budget in the amount of $13,457; and
4. Approve the proposed program modification in the Finance Department’s fiscal year 2024-25 General Fund operating budget in the amount of $265; and
5. Approve the proposed program modifications in the General Services Department’s fiscal year 2024-25 General Fund operating budget in the amount of $46,091; and
6. Approve the proposed program modifications in the Public Works Department’s fiscal year 2024-25 General Fund operating budget in the amount of $93,906; and
7. Approve the proposed program modification in the Public Works Department’s fiscal year 2024- 25 Sanitation Fund operating budget in the amount of $71,034; and
8. Approve the proposed increase to the Airport Capital Fund’s fiscal year 2024-25 operating revenue budget in the amount of $2,500,000; and
9. Approve the proposed increase to the Airport Capital Fund’s fiscal year 2024-25 operating expenditure budget in the amount of $2,500,000; and
10. Approve the proposed increase to the Sewer Fund’s fiscal year 2024-25 operating expenditure budget in the amount of $200,000; and
11. Recommend to City Council the approval of the proposed fiscal year 2024-25 first quarter program modifications.
6C. City Treasurer – Accept and File Fiscal Year 2024-25 First Quarter Investment Portfolio Report.
Expenditure: None.
Recommendation of the City Treasurer that the Finance and Governmental Operations Committee:
1. Accept and file the Fiscal Year 2024-25 First Quarter Investment Portfolio Report; and
2. Recommend to City Council to accept and file the Fiscal Year 2024-25 First Quarter Investment Portfolio Report.
6D. Finance – Approve Key Performance Indicators for Departments. Expenditure: None.
Recommendation of the Finance Director that the Finance and Governmental Operations Committee:
1. Approve Key Performance Indicators (KPIs) for City Departments; and
2. Recommend to City Council to approve KPIs for City Departments.
6E. Finance – Provide Direction Regarding Fiscal Year 2025-27 Operating Budget & Capital Improvement Plan Priorities. Expenditure: None.
Recommendation of the Finance Director that the Finance and Governmental Operations Committee provide direction regarding the Fiscal Year 2025-27 Operating Budget & Capital Improvement Plan Priorities.
