MINUTES OF REGULAR MEETING OF THE
TORRANCE FINANCE AND GOVERNMENTAL
OPERATIONS COMMITTEE AGENDA
1. CALL MEETING TO ORDER
The Torrance Finance and Governmental Operations Committee convened in a regular session at 2:30 p.m. on Tuesday, February 27, 2024, in the LeRoy J. Jackson Council Chambers.

Committee Member Griffiths led the Pledge of Allegiance.
3. WELCOME AND INTRODUCTIONS
Chair Kaji noted that on Tuesday February 6, 2024, the City Council approved Committee Member Sheikh’s request for an excused absence which included the Finance and Governmental Operations Committee meeting of February 27, 2024.
4. REPORT OF STAFF ON THE POSTING OF THE AGENDA
Finance Director Poisson stated that the agenda was posted on the Public Notice Board at 3031 Torrance Boulevard and on the City’s website on Wednesday, February 21, 2024.
5. CONSENT CALENDAR
5A. APPROVAL OF MINUTES OF JANUARY 9, 2024
MOTION: Committee Member Griffiths moved to approve the January 9, 2024 minutes.
Chair Kaji seconded the motion; a roll call vote reflected a 2- 0 approval (Committee Member Sheikh absent).
6. ADMINISTRATIVE MATTERS
Finance Director Poisson announced that items 6A and 6B would be presented together, but the motions for each item would be taken separately.

6A. ACCCEPT AND FILE FISCAL YEAR 2023-24 MID-YEAR BUDGET REVIEW REPORT. 1) ACCEPT AND FILE THE FISCAL YEAR 2023-24 MID -YEAR BUDGET REVIEW REPORT.
2) RECOMMEND TO CITY COUNCIL TO ACCEPT AND FILE THE FISCAL YEAR 2023- 24 MID YEAR BUDGET REVIEW REPORT.
Finance Director presented the 2023- 24 Mid -Year Budget Review Report which included actuals through December 31, 2023.

MOTION: Chair Kaji moved to accept and file the Fiscal Year 2023-24 Mid-Year Budget review report. Committee Member Griffiths seconded the motion; a roll call vote reflected a 2-0 approval (Committee Member Sheikh absent).
6B. APPROVE PROPOSED FISCAL YEAR 2023 -24 MID -YEAR PROGRAM MODIFICATIONS.
1.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE CITY CLERK’S FISCAL YEAR 2023 -24 GENERAL FUND OPERATING BUDGET IN THE AMOUNT OF $2,474 PER YEAR.
2.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE CITY MANAGER’S FISCAL YEAR 2023-24 GENERAL FUND OPERATING BUDGET IN THE AMOUNT OF $85,427 PER YEAR.
3.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE COMMUNITY SERVICES DEPARTMENT FISCAL YEAR 2023 -24 GENERAL FUND
OPERATING BUDGET IN THE AMOUNT OF $54,723 PER YEAR.
4.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE FINANCE DEPARTMENT FISCAL YEAR 2023-24 GENERAL FUND OPERATING BUDGET IN THE AMOUNT OF $54,332 PER YEAR.
5.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE FINANCE DEPARTMENT FISCAL YEAR 2023-24 SELF-INSURANCE FUND OPERATING BUDGET IN THE AMOUNT OF $78,557 PER YEAR.
6.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE GENERAL SERVICES DEPARTMENT FISCAL YEAR 2023-24 GENERAL FUND OPERATING BUDGET IN THE AMOUNT OF $54,339 PER YEAR.
7.) APPROVE THE PROPOSED PROGRAM MODIFICATION IN THE POLICE DEPARTMENT FISCAL YEAR 2023-24 GENERAL FUND OPERATING BUDGET IN THE AMOUNT OF $278,340 PER YEAR.
8.) APPROVE THE PROPOSED INCREASE TO THE SECTION 8 HOUSING FUND’S FISCAL YEAR 2023 -24 OPERATING REVENUE BUDGET IN THE AMOUNT OF $850,000.
9.) APPROVE THE PROPOSED INCREASE TO THE SECTION 8 HOUSING FUND’S FISCAL YEAR 2023-24 OPERATING EXPENDITURE BUDGET IN THE AMOUNT OF $850,000.
10.) RECOMMEND TO THE CITY COUNCIL TO APPROVE THE PROPOSED FISCAL YEAR 2023-24 MID-YEAR PROGRAM MODIFICATIONS.

MOTION: Committee Member Griffiths moved to approve the recommendations for all the program modifications on Item 6B. Chair Kaji seconded the motion; a roll call vote reflected a 2-0 approval (Committee Member Sheikh absent).
6C. ACCEPT AND FILE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR FISCAL YEAR ENDED 2022-2023.
Cristy Canieda, an audit partner from Vasquez and Company LLP presented item 6C.
Vasquez and Company LLP is an independent auditor contracted by the City of Torrance to provide an audit for the Annual Comprehensive Financial Report for fiscal year ending June 30, 2023.
