From: John La Rock, Community Services Director
By: Monica Harte, Cultural Services Manager | [email protected] Subject: Community Services – Review and Provide Direction on the Selection of Artworks to be Placed on Six Utility Boxes. Expenditure: None.

RECOMMENDATION
Recommendation of the Community Services Director that City Council review and provide direction on the selection of artworks to be placed on six utility boxes.

FUNDING
None required.

DISCUSSION
The Cultural Services Division developed an outreach campaign to solicit artworks from artists for the Utility Box Art Pilot Program. The outreach was limited to Torrance-based artists but received minimal response. At their meeting of February 26, 2024, the Cultural Arts Commission approved extending the outreach to include the South Bay region, which also generated minimal response.

At their meeting of June 17, 2024, the Commission approved extending the outreach to Los Angeles, Orange, Ventura, Riverside, and San Bernardino Counties. At their meeting of July 15, 2024, the Cultural Arts Commission approved extending the outreach to include the following counties: Santa Barbara, San Luis Obispo, Kern, and Imperial.

The Cultural Services Division posted calls to artists and received a total of 84 artwork submissions by 35 artists. The submissions were presented to the Cultural Arts Commission at their meeting on November 18, 2024. The Commission selected 13 artworks for recommendation to the City Council. The Adopted Fiscal Year 2024-25 Operating Budget includes funding to wrap six utility boxes.

Following direction from Your Honorable Body, staff will engage a vendor to convert the submitted artwork designs into dimensional vinyl wraps and to install them onto the utility boxes. Once selected, artworks can be installed within thirty days, weather permitting.

Staff recommends that Your Honorable Body review the artwork submissions, including those recommended by the Cultural Arts Commission, and provide direction for six utility box designs to be placed at the pre-selected locations in each Council District. 1 10C

Artwork submissions that are not selected for the initial six locations will be retained as a catalogue of artworks available to both the City and sponsors of utility box artwork installations. Staff will also continue to outreach for additional artwork submission from artists.

The design includes three transformed hub-caps into references of the natural world and craft while also re-presenting discarded objects. Torrance is home to the US headquarters of American Honda Motor Company, Acura and other top automotive companies. This work includes social commentary on our automotive dependency in Los Angeles while also celebrating industry and commerce in Torrance. 70 76
