Subject: Opposition to the Approval of Building Permit for PRE2300011 Dear Members of the Planning Commission,
I am writing to express my strong opposition to the approval of the building permit for the construction of a twostory house at 2622 Dalemead St. This project, as proposed, would violate the Hillside Overlay Ordinance established in 1977 as a measure to protect the unique landscape of our neighborhood. As such a structure of this design would have a significant negative impact on the quality of life for residents in the surrounding area, particularly by obstructing the scenic views that we currently enjoy from our homes. The potential effects of this development extend beyond just the loss of views; they touch upon important aspects of our community, including property values, privacy, and the overall character of our neighborhood.
The construction of a twostory home in close proximity to existing singlestory residences would block longestablished views that are highly valued by residents. The homes in our neighborhood were purchased with the expectation of preserving these views, and the proposed development would drastically alter the visual landscape, resulting in a considerable loss of aesthetic and emotional value. This change could also lead to a decrease in property values, as homes with views tend to be more desirable and can command higher prices on the real estate market.
Furthermore, the construction of this home could set a concerning precedent for future developments that alter the density and character of our neighborhood. The potential for additional large structures being built in a similar fashion would result in a less open and more congested community, which could negatively impact both the physical space and the overall atmosphere of our residential area.
For these reasons, I strongly urge the City of Torrance Planning Commission to reconsider the approval of this permit. The integrity of our community, the wellbeing of its residents, and the preservation of our neighborhood's character should be prioritized above the interests of this development.
Thank you for your time and attention to this important matter. I trust that the Planning Commission will make a decision that supports the longterm interests of the residents of Torrance.

RE: PRE2300011 FERDYGANTO GONDOPUTRO 2622 Dalmead St.
Dear City Council Members:
I am writing to express my strong opposition to the approval of a building permit for my neighbor’s proposed twostory home in the hillside area of Torrance. This area is governed by the Hillside Overlay Ordinance (1977), which was established to protect the unique
characteristics and integrity of our community. Approving this permit would contravene the ordinance and have significant negative consequences for the neighborhood.
The Hillside Overlay Ordinance was specifically designed to preserve the natural topography, minimize visual obstructions, and ensure that new developments remain compatible with the existing character of the area. This twostory home on the hillside would violate these principles by:
1. Blocking Scenic Views
: The construction of a twostory structure would obstruct the views that many residents currently enjoy. Partially blocking our view would not only diminish our quality of life but also decrease our property value. The preservation of views is a fundamental purpose of the Hillside Overlay Ordinance and a key factor in maintaining property values and community satisfaction. While we realize that it is not the best view in the hillside, it is the best we could secure when purchasing our home, and we expect Torrance to help us protect it as stipulated in the Hillside Overlay Ordinance.
2. Altering Neighborhood Character
: The proposed construction would introduce a
structure that is inconsistent with the scale and aesthetic harmony of the surrounding homes. Most properties in this area adhere to a onestory design, which blends naturally with the hillside environment. Granting a permit to build this large house is just one step closer to McMansioning Hillside. Additionally, this very overlay was created to protect everyone in the hillside area, is specifically restricted, and also gave notice to all purchasers within the area that they are agreeing to abide by the Hillside Overlay Ordinance.
3. Decreasing Property Values:
Limiting or obstructing scenic views has a direct
impact on property values in the area. Many residents purchased homes in the hillside area specifically for the views and the ordinance’s protections. However, it is difficult to determine the decrease in value of affected properties, as it is hard to measure what the decreased view equates to, as well as how much the negative aesthetic of a more densely developed hillside would impact the value. Allowing this construction would reduce the desirability and value of properties affected by the loss of views.
4. Increasing Privacy Concerns:
A twostory home would allow direct lines of sight
into neighboring yards and homes, significantly reducing privacy for nearby residents.
This loss of privacy is a twoway issue, as the elevated position of a twostory home would also compromise the privacy of its occupants by exposing them to views from neighboring properties. This intrusion contradicts the spirit of the ordinance, which seek to protect residents from such impacts.
5. Setting a Problematic Precedent:
Approving this permit could set a precedent for
similar developments in the future, undermining the very protections the Hillside Overlay Ordinance is meant to provide. This would erode the community’s trust in the city’s commitment to upholding its own regulations.
6. Building Department’s Division
: The fact that the building department was split
on approving or declining the requested permit is reason enough to deny it. This lack of consensus demonstrates the uncertainty and potential for longterm negative effects, reinforcing the need for the City Council to prioritize the integrity of the Hillside Overlay Ordinance and the interests of the community.
I respectfully urge the City Council to deny this building permit and uphold the principles of the Hillside Overlay Ordinance. By doing so, you will protect the interests of the community, preserve the character of our neighborhood, and ensure equitable treatment for all residents who have abided by these restrictions in good faith.
Should the Council choose to grant the petitioner’s permit anyway, please note that we will continue our request officially in court.
Thank you for considering my concerns. I trust that the City Council will act in the best interest of the community and uphold the integrity of the Hillside Overlay Ordinance.
Sincerely,
Andrew and Julie Swerissen

My home is directly across the street. Although we are in the hillside overlay, the topography here is relatively flat, and no views will be affected by the project. I did major 2story remodel myself in 2005, and would be pleased and encouraged my neighbors do the same. As long as compliance with all development guidelines such as FAR ratios, etc are followed, I suggest the council approve the project. 8
