DISCUSSION
On November 8, 2016, 75% of Los Angeles County (L.A. County) voters approved the Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection, and Water Conservation Measure (Measure A). This measure replaced expiring funding sources with a dedicated special parcel tax to support the development, maintenance, and enhancement of public parks and natural areas throughout L.A. County.

Measure A funds are distributed through annual allocation grants, competitive grants, and maintenance and servicing grants, supporting projects that preserve and improve existing parks and recreational facilities, develop new parks, and expand community programming. Measure A funding is allocated to municipalities using a Per Capita Structural Improvements formula based on population size as well as park/open space needs.

The City of Torrance (City) receives an average of approximately $773,000 in annual allocations based in part on information from the 2016 Los Angeles Countywide Comprehensive Parks and Recreation Needs Assessment Final Report (PNA), which evaluated park needs across 188 Study Areas within the LA County region. Given its size, Torrance is divided into two Study Areas:

Study Area 174 (North Torrance) and Study Area 181 (South Torrance). Notably, the PNA 1 City Council

2 designates North Torrance as a High-Need Study Area, qualifying it for supplemental annual allocation grant funding.

Administered by the Los Angeles County Regional Parks and Open Space District (District), Measure A requires a City Council-approved resolution to establish blanket authority for the City to access approximately $5.4 million in Measure A grant funding for capital projects and approximately $0.7 million in residual Proposition A maintenance and servicing funding. As part of long-term planning efforts, available Measure A funding balances will be allocated towards various future projects and presented to City Council through the City's regular operating and capital budget process.

Upon adoption of the resolution (Attachment 1), staff will proceed with executing the Annual Allocation Master Agreement, enabling the City to request funding for qualifying projects.

Accordingly, staff recommends that City Council adopt a resolution approving blanket authority to apply for Measure A grant funds and authorize the City Manager to negotiate, execute, and submit all necessary grant-related documents.
