DISCUSSION
Background
The City of Torrance has administered a Section 8 Rental Assistance Program since 1977, allowing it to assist very low and low-income senior citizens, disabled persons, and families to afford decent, safe and sanitary housing. Over time, the regulations governing the program have changed.
The Public Housing Reform Act of 1998 requires local Public Housing Agencies (PHAs) to undertake a regular comprehensive planning process that reviews all aspects of their program.
The PHA is required to develop a PHA Plan in consultation with the participants of the Housing Choice Voucher program (Section 8) and provide the broader community an opportunity to review and comment on the plan.

The PHA Plan consists of two documents, both of which are electronically submitted on templates provided by the U.S. Department of Housing and Urban Development (HUD). The first part of the plan is the five-year plan, which describes the mission of the PHA and its long -term goals. The second part of the plan includes more specific details about the operation of the program, as well as provides an update on the progress made towards meeting the PHA’s long-term goals. Both the 2025 PHA Annual Plan and the 2025 -2029 Five-Year Plan are under consideration in 2025.
The 2025 PHA Annual Plan is included as attachment 3 and 2025-2029 Five-Year PHA Plan is included as attachment 4.
On July 29, 2016, HUD signed into law the Housing Opportunity Through Modernization Act of 2016 (HOTMA) (Pub. L. 114 -201). The HOTMA Final Income Rule updated HUD regulations specific to the criteria of reviewing the income and assets of HUD assisted families. The Final Rule delivers important benefits to tenants and reduces administrative burdens for PHAs. The final rule implementing Sections 102 and 104 of HOTMA (88 FR 9600) became effective January 1, 2024. HUD initially provided, in the HOTMA Section 1 02 and 104 Implementation Guidance (Notice PIH 2023 -27), that PHAs could set a compliance date between January 1, 2024, and January 1, 2025, however HUD has delayed the full implementation of HOTMA.
Analysis
The City of Torrance PHA has been allocated 690 Housing Choice Vouchers (HCV), 25 Veterans Affairs Supportive Housing Vouchers (VASH), 33 Emergency Housing Vouchers (EHV), and 7 Stability Vouchers (SV). The PHA is currently assisting approximately 500 families, including 11 transfer families whose current agencies are billing Torrance for the families ’ rent and administrative expenses.
The proposed updates to the PHA Administrative Plan are to ensure that the PHA complies with HUD regulations. Although HUD has delayed the full implementation of HOTMA, the PHA is required to include HOTMA regulations in the PHA Administrative Plan declaring that such regulations will be applicable upon the PHA’s HOTMA 102/104 compliance date. The proposed 2025 PHA Administrative Plan (with changes incorporated) is included as Attachment 6.
Waiting List Administration
In Plan Year 2022, the PHA reopened the Section 8 waiting list from July 26 – August 9, 2022, via electronic submission. The PHA received approximately 11,000 applications of which 5,000 were selected via preferences and lottery number. In Plan Year 2022 though Plan Year 2024, the PHA resumed pulling names from the HCV Waiting List and issued vouchers to new applicants. In Plan Year 2025, the PHA may continue to pull names from the waiting list.
Annual Plan 2024 Initiatives Continuing to Annual Plan 2025 In addition to maximizing lease -up, there are eleven major initiatives in the 2024 Annual Plan.
The PHA intends to continue following these efforts in the 2025 Annual Plan, which includes:
1. to continue quality control inspections,
2. to continue the review of 25% of case files by supervisor,
3. to continue working with social service agencies in the community including those serving the homeless, seniors, and handicapped/disabled households,
4. to continue working with HUD’s Office of the Inspector General (OIG) and local law enforcement to follow up on fraud reports and collect any money owed to the Housing Authority as a result of such fraud,
2 City Council
April 8, 2025
5. to review the operations and procedures of the program in order to serve our clients in a more efficient manner,
6. to utilize the Enterprise Income Verification (EIV) to electronically verify the accuracy of tenant reported data to ensure that program participants pay their fair share of the rent,
7. to require families who fail to report income in a timely manner to the PHA to reimburse overpayments on the Housing Assistance Payments (HAP) made on their behalf by the agency,
8. to maintain and update the database for our rent reasonableness system,
9. to follow up on Social Security number discrepancies that have occurred since HUD began matching the records of program participants with the Social Security Administration records. PHA staff are also monitoring the Megan’s Law and Los Angeles County Sheriff’s website in an effort to monitor applicants and participants for criminal activity,
10. to continue to comply with the HUD submission requirements using the Multi -Tenant Characteristics System (MTCS) during the next fiscal year. Information about program participants is electronically transmitted to HUD using MTCS. HUD requires that at least 95% of the records for program participants be successfully submitted to MTCS, and
11. to continue to be compliant with HUD PIH notices which provide guidance, extension, instructions, clarifications, announcement and other policy information. Such PIH notices supersede the Administrative Plan.
Required HUD Certifications
HUD requires that the PHA submit the below certifications with the 2025 Annual PHA Plan. These certifications are included as Attachment 5.
• HUD-50077-SL Certification by State or Local Official of PHA Plans Consistency with the Consolidated Plan (All PHAs)
• HUD-50077-ST-HCV-HP Certifications of Compliance with PHA Plans and Related Regulations
• HUD-50077-CR: Civil Rights Certification

Progress Report.
Provide a description of the PHA’s progress in meeting its Mission and Goals described in its 5-Year PHA Plan.
Mission
The mission of the PHA is the same as that of the Department of Housing and Urban Development: To promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.
The mission of the City of Torrance Housing Authority corresponds with the Mission Statement of the 2022 Strategic Plan of the City of Torrance.
The mission of the City of Torrance is to encourage and respond to community participation as we provide for an attractive, clean, safe, secure and enriching environment that assures a high quality of life. We evaluate and act on the needs of the community within a complex, changing environment. We provide quality service with integrity, professionalism, and accountability in an efficient, cost-effective manner.
Goals
The most important goals identified in the PHA 5-Year Plan are to expand the supply of assisted housing and increase assisted housing choices.
One of the objectives in support of these goals is to increase payment standards when possible, to expand the number of available units and improve the success rate of our voucher holders. In Plan Year 2022, the PHA increased the voucher payment standards in an effort to compete with the increasing market rate rents in the area and thus increase the assisted housing choices for voucher holders. In October 2022, the PHA applied for an extension of the expedited HUD regulatory waiver to establish payment standards between 111% and 120% of FMR. The PHA has continued to issue replacement vouchers and provide voucher mobility information to program participants. The PHA will continue to evaluate budget, per unit cost, and fair market rents to determine if the payment standards for all voucher types can be increased in Plan Year 2025.
In Plan Year 2024, the PHA continued to administer the Emergency Housing Voucher Program and VASH Program. The PHA currently has 26 EHV vouchers leased and 9 VASH Vouchers leased. In October 2022, the PHA applied for an allocation of HUD’s new Stability Voucher Program.
In 2023, the PHA was awarded 7 Stability Vouchers. The PHA will also consider applying for additional special purpose vouchers if HUD invites PHAs to apply.
Waiting List
The PHA opened the Section 8 waiting list on September 16, 2009 through October 16, 2009. During that time, the PHA received over 18,000 applications. The PHA previously prioritized the list based on date/time of application within each preference category and opened the list with paper applications. In Plan Year 2022, the PHA changed the preferences and method of selection when reopening the waiting list from date/time of application to preferences and lottery number. The PHA sent a letter to all the 2009 waiting list applicants to update their preferences.
The PHA reopened the Section 8 waiting list on July 26, 2022, through August 9, 2022, via electronic submission. The PHA received about 11,000 applications, and 5000 were selected via preferences and lottery number.
In Plan Year 2023, the PHA conduct a purge of 2009 waiting list; only 1688 applications remain in the 2009 waiting list.
In Plan Year 2023, the PHA resumed calling names from the HCV Waiting List and issued vouchers to new applicants.
Annual Plan 2024 Initiatives Continuing to Annual Plan 2025 In addition to maximizing lease-up, there are eleven major initiatives in the 2024 Annual Plan. The PHA intends to continue the following efforts in the 2025 Annual Plan.
1) to continue quality control inspections
2) to continue the review of 25% of case files by supervisor 3) to continue working with social service agencies in the community including those serving the homeless, seniors and handicapped/disabled households

7) to require families who fail to report income in a timely manner to the PHA to reimburse overpayments on the Housing Assistance Payments (HAP) made on their behalf by the agency. 8) to maintain and update the database for our rent reasonableness system. 9) to follow up on Social Security number discrepancies that have occurred since HUD began matching the records of program participants with the Social Security Administration records. PHA staff are also monitoring the Megan’s Law and Los Angeles County Sheriff’s website in an effort to monitor applicants and participants for criminal activity. 10) to continue to comply with the HUD submission requirements using the Multi-Tenant Characteristics System (MTCS) during the next fiscal year. Information about program participants is electronically transmitted to HUD using MTCS. HUD requires that at least 95% of the records for program participants be successfully submitted to MTCS. 11) to continue to be compliant with HUD PIH notices which provide guidance, extension, instructions, clarifications, announcement and other policy information.
