DISCUSSION

As part of a regional effort and collaboration with the Los Angeles County Department of Public Works, the Torrance Urban Tree Project was one of 21 projects selected for funding by the California Natural Resources Agency. This project created a native, drought tolerant demonstration garden throughout Discovery Park. The grant-funded project elements included project planning and management, site preparation; planting of native and low water plants, and plant establishment; repairs and updates to existing i rrigation system; interpretive signage; and installation of decomposed granite path and fencing. The project was completed in March of 2025.

The closeout of the grant program requires that the City, as property owner, record a Memorandum of Unrecorded Grant Agreement (MOUGA) to the benefit of the California Natural Resources Agency which memorializes the terms of the grant agreement and requires that the property remain a public open space for 20 years from the date of project completion. If approved by Your Honorable Body, the City Clerk’s Office will obtain required signatures and record the document against the subject property.
