MINUTES OF A MEETING OF THE
PUBLIC HOUSING AGENCY OF THE CITY OF TORRANCE
1. CALL TO ORDER
The Public Housing Agency of the City of To rrance convened on April 9, 2024 , at 9:01 p.m. in the LeRoy J. Jackson Council Chamber at Torrance City Hall, at 3031 Torrance Blvd.
ROLL CALL
Present: Members Gerson, Mattucci, Kalani, Kaji, Sheikh and Chairman Chen.
Absent: Member Lewis
Present: Agency Director Chaparyan, Agency Attorney Sullivan, Acting Agency Secretary Cerda, other staff representatives.
2. REPORT ON THE POSTING OF THE AGENDA
Acting Agency Secretary Cerda reported that the agenda was posted on the Public Notice Board at 3031 Torrance Boulevard on April 2, 2024.
3. APPROVAL OF MINUTES – September 26, 2023
MOTION: Member Mattucci moved to approve the September 26, 2023; Public Housing Agency minutes as written. The motion was seconded by Member Sheikh and passed by 6-0 vote with Member Lewis absent.
4. COMMUNICATIONS AND OTHER BUSINESS – None.

6. HEARINGS
6A. CONDUCT PUBLIC HEARING AND APPROVE THE 2024 ANNUAL PUBLIC HOUSING AGENCY (PHA) PLAN AND THE 2024-2028 FIVE-YEAR PLAN FOR THE SECTION 8
PROGRAM
Recommendation of the Deputy Executive Director that City Council, sitting as the Board of Commissioners for the Public Housing Agency of the City of Torrance:
1) Conduct a public hearing on the 2024 Annual Public Housing Agency (PHA) Plan and the 2024-2028 Five Year PHA Plan for the Section 8 Program, and consider any testimony received during the hearing; and
2) Approve the 2024 Annual PHA Plan and the 2024 -2028 Five -Year PHA Plan and authorize signatures on U.S. Department of Housing and Urban Development Public Housing Agency certifications as attachments to the Plan.
Deputy Executive Director Michelle Ramirez introduced the item to the Public Housing Agency.

MOTION: Member Sheikh moved to close the public hearing. The motion was seconded by Member Kaji and passed by 6-0 vote with Member Lewis absent.
MOTION: Member Sheikh moved to concur with the recommendation of the Deputy Executive Director. The motion was seconded by Member Kaji and passed by 6-0 vote with Member Lewis absent.
7. REPORT OF DIRECTORS AND OTHER OFFICERS – None.
8. ADJOURNMENT
MOTION: Member Sheikh moved to adjourn the Public Housing Agency at 9:09 p.m. The motion was seconded by Member Kaji and passed by 6-0 vote with Member Lewis absent.
