In the Operating Budget and Capital Improvements Plan, pg. 174 provides a list of Parks considered for construction improvements. De Portola Park is not listed anywhere in the 5 year proposed budget. As a local resident near this park, this is a major mistake. The park has very old equipment, has dangerous conditions that could lead to lawsuits due to injury, and also floods after rain causing insect problems for young children. I urge City Council to consider improvements to this park. There are multiple grant funding sources to offset costs that are available.

I would like to see at least a small amount budgeted toward El Nido Park from the Measure SST Fund to enhance, clean up, and do minor repairs/paint including any existing amenities. Our non-profit will commit to 100 volunteer hours for every $10,000 in money budgeted not including the $400,000 for demolition of an old building. With a cap of 250 hours. I would like to see more budgeted but I understand there is a lot of moving parts throughout the city, Originally 30%+ of the SST Fund was suppose to go toward parks directly and El Nido Park has always been under funded. This in turn will help keep the park safer and have less gang activity as shown by the RC Track in recent years.
Further I have been in touch with Metro and have asked if they would be willing to do an easement along the West fence/railroad tracks of the park in a small section. I plan to revise the request to include the entire length of the fence or where possible for the park to be able to expand slightly to make it easier to accommodate North Torrance Little League in the future and give the RC Track a little more room. The project manager for the C Line extension project is having there real estate team look into the possibility of this. I know its a few years down the line but it would highly benefit the entire park and all parties involved.

I live in the El Nido Park Neighborhood and have seen the transformation of the RC track at El Nido Park. I have heard the city has given them a lot of push back. I would like to see some capital set aside for El Nido Park and the RC track. Thank You!

9. HEARINGS
9A.
City Manager and Finance – Conduct Second Public Hearing on Proposed Fiscal Year 2025-27 (FY25-27) Operating Budget and Capital Improvement Plan. Expenditure: None. 1 I would like to see more money put toward our local parks. Specifically El Nido Park and the rc track. The gentlemen who have been working at the park I see more often than the City and have kept the violence and rift raft out of the park.
