RECOMMENDATION
Recommendation of the City Manager and General Services Director that City Council:
1. Adopt a RESOLUTION approving a Grant of Easement to Southern California Edison (SCE) for electrical supply and communication systems for electrical vehicle (EV) charging on a portion of Torrance Civic Center Campus (APN: 7353-001-904 and 7353-001-903) ; and
2. Adopt a RESOLUTION approving a Grant of Easement to Southern California Edison (SCE) for electrical supply and communication systems for electrical vehicle (EV) charging on a portion of the Torrance City Yard located at 20500 Madrona Avenue (APN: 7352-012-909).

DISCUSSION
Southern California Edison (SCE) is the designated utility provider for the City of Torrance and is responsible for the construction, operation, and maintenance of electric power and communication facilities, including underground distribution lines and service meters.
The City’s General Services Department is partnering with SCE through its Charge Ready Program to expand electric vehicle (EV) charging capacity at two City-owned facilities: the Torrance Civic Center Campus and the Torrance City Yard. These charging stations will primarily support the City’s transition to a more sustainable fleet.
As part of the program, SCE will design, construct, and install the necessary infrastructure on both the utility and customer sides of the electric meter. The easements are required to allow SCE to legally access the sites to install and maintain electrical and communication systems that serve the EV charging stations.

The SCE Charge Ready Program provides this infrastructure at minimal or no cost to the City, aligning with the City’s long-term sustainability and fleet electrification goals. Under the Charge Ready program, this will include sixteen (16) charging ports at the Civic Center and twenty-two charging (22) ports at the City Yard. Construction is currently anticipated for the end of calendar year 2025.
Approval of these easements is a critical step in advancing the City’s commitment to clean transportation and environmental sustainability. By partnering with SCE through the Charge Ready Program, the City will benefit from no-cost infrastructure improvements that directly support the deployment of electric vehicle charging stations for the municipal fleet. Staff respectfully recommends that the City Council adopt the proposed resolutions to authorize the easements and facilitate the successful implementation of this initiative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TORRANCE AUTHORIZING AND
DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST TO A GRANT
OF EASEMENT TO SOUTHERN CALIFORNIA EDISON FOR ELECTRICAL SUPPLY SYSTEMS AND COMMUNICATION SYSTEMS.
WHEREAS, a Grant of Easement is necessary for Southern California Edison to construct, use, maintain, operate, alter, add to, repair, replace, reconstruct, inspect and remove at any time and from time to time overhead and underground electrical supply systems and internal communications systems for SCE’s sole use, consisting of poles, guys and anchors, crossarms, wires, underground conduits, cables, vaults, manholes, handholes, and including above-ground enclosures, markers, and concrete pads and other appurtenant fixtures and equipment necessary or useful for distributing electrical power to vehicle charging stations, in, on, over, under, across and along that certain real property located on Lot 5 of Tract No. 7873, in the City of Torrance, County of Los Angeles, State of California (APN: 7353-001-904 and 7353-001-903).
WHEREAS, it is in the public interest that an Easement be granted.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF TORRANCE, STATE OF CALIFORNIA, DOES RESOLVE that the Mayor is authorized to execute and the City Clerk to attest to the Grant of Easement for Southern California Edison, a copy of which is attached to this Resolution and incorporated by this reference.

Grantor agrees for
itself, its heirs
and assigns, not to erect, place or maintain, nor to permit the erection, placement or maintenance of any building, planter boxes, earth fill or other structures except walls and fences on the hereinbefore descri bed easement area. The Grantee, and its contractors, agents and employees, shall have the right to trim or top such trees and to cut such roots as may endanger or interfere with said systems and shall have free access to said systems and every part thereof, at al l times, for the purpose of exercising the rights herein granted; provided, however, that in making any excavation on said property of the Grantor, the Grantee shall make the same in such a manner as will cause the least injury to the surface of the ground around
such
excavation, and shall replace the earth so removed by it and restore the surface of the ground to as near the same condition
as it
was prior to such excavation as is practicable.
Upon written request, Grantee shall relocate its facilities installed hereunder to another mutually approved area on Grantor’s property and provided that Grantee has first been given an easement over such new area on terms identical to those
set
forth herein. Such relocation shall be at Grantor’s sole cost and expense. Upon completion of the relocation, Grantee shall
execute
a quitclaim of this easement on terms reasonably acceptable to Grantor and Grantee.

To the extent Grantor removes the vehicle charging stations, and such removal is not part of a relocation, Grantor may, upon sixty (60) days written notice, terminate this easement and Grantee shall execute a quitclaim on a mutually acceptable f orm.
However, except in connection with a termination of that certain Charge Ready Pa rticipation agreement affecting Grantor’s property (the “CR Agreement) in accordance with the terms thereof, in no event will the vehicle charging stations be removed for a period of ten (10) years from “In-Service Date” (as defined in the CR Agreement). Upon termination, Grantee shall have a limited right to access the property for the purpose of removing its facilities or Grantee may abandon its systems in place. In addition, upon written request, Grantee will execute a quitclaim of this easement on terms reasonably acceptable to Grantee a
