The use of Unmanned Aeriel Systems by law enforcement are largely unregulated and highly dangerous to both the communities privacy, and our constitutional rights against unreasonable search and seizure. These programs are a contributing factor to the growing threat and enabling of a surveillance state, in conjunction with several other policies and technology, with lack of guardrails and public oversight needed to ensure the communities safety against tyranny.

As it stands, these devices have been, in recent time, used to crack down on peaceful protesters, to target minorities, to collect data on law abiding opposition, and to put a chilling effect on free speech. Communities already dealing with issues of such surveillance systems have found it to also be physically and psychologically harmful to the well-being and prosperity of the citizenry.

The only way to ensure that our rights are protected, is to end the program until such safety measures are added.

Such measures would be the utmost transparency, public oversight and scrutiny, and a heavy limitation on the use and purposes of such UAS equipment. Additionally, the use of facial recognition software and other artificially trained software should be discontinued and banned from future use permanently.

6. COMMUNITY MATTERS
6A. Police – Presentation of Torrance Police Foundation Grant Award for Unmanned Aerial System (UAS) Equipment. Expenditure: None.
