DISCUSSION
In November 2018, voters approved Measure W, the Safe, Clean Water Program, which is a parcel tax that seeks to increase Los Angeles County’s local water supply, improve water quality, and invest in making communities greener and more livable. Forty percent (40%) of the LA County Safe, Clean Water Program (Measure W) annual revenues are disbursed directly to municipalities to fund local projects as part of the Municipal Program funding. Funding is distributed to cities proportional to tax revenues collected within their jurisdictions. In total, for Fiscal Year 2025-26 it is projected that $111.7 million will be allocated to LA County’s cities for multi-benefit water quality and water capture projects.

Cities receive direct funding proportional to the revenues generated through a Transfer Agreement between the City and the Los Angeles County Flood Control District (District). The Municipal Program is designed to maximize the ability of local governments to address local Stormwater and Urban Runoff challenges and opportunities. The funding can be used for eligible activities such as project development, design, construction, effectiveness monitoring, operations and maintenance (including operation and maintenance of projects built to comply with 2012 MS4 permits). Additionally, up to 30% of Municipal Program funds may be used for Maintenance of Effort activities for Safe, Clean Water Program eligible costs and expenses.

It is estimated that Torrance will receive $2.149 million to support activities in Fiscal Year 2025- 26 and an estimated $2.16 million annually in the subsequent years through the end of Fiscal 1 City Council

7 Year 2027-28. Funding allocations are published by the District annually for each upcoming fiscal year to help with the budget development process.

The City can expect to receive funds annually by December 31, 2025, in accordance with the Transfer Agreement. The Public Works Department will submit the Annual Plan each year identifying the projects that will be funded by the Measure W funds.

Staff recommends Your Honorable Body approve the Transfer Agreement between the City of Torrance and the Los Angeles County Flood Control District.
