8
▪Chief Dumais explained that the information requested was not readily available and that staff could gather the information and report back. oCommittee Member Sheikh inquired if the City receives charges for services when LA County is requested for help.
▪Chief Dumais explained that the city does not receive charges for one-time, 24- hour services, which is a general rule of the Master Mutal Aid Plan. Chief Dumais indicated that almost every Fire Department is involved in this plan. oCommittee Member Sheikh asked if the Fire Department intends on expanding the drone program.
▪Deputy Chief. Kazandjian explained that the Fire Department currently only uses the same 2 drones from the Police Department. Deputy Chief Kazandjian indicated that the Fire Department only began to use the drones approximately 2 months ago, primarily for training and hazmat inspection. Deputy Chief Kazandjian further explained that the department is looking to incorporate live footage and thermal for hotspots at night or brushfire and review post-incident. oCommittee Member Sheikh remembered speaking on the filtering on emergency response calls. He questioned whether the filtering has made any impact on response time.
▪Chief Dumais indicated that the department has not completed the filtering system. The Fire Department-IT is working with City-IT to finish the process. He indicated that calls can be filtered internally but not externally at this time. ▪Further clarified that the department will be more efficient with the filtration system and that all other resources will be available in case another incident occurs simultaneously.
▪Further clarification that the filtration system process was a part of the strategic plan.
▪Chair Kalani followed up with a question about how general traffic affects the response times.
•Assistant Chief Milliken explained the response times are minimally affected by the general traffic conditions as the major concern is the number of calls coming in has increased. He explained that when a call comes in, those units who respond are no longer available for additional calls that may come in simultaneously. As the department finds replacements, then those units additionally become unavailable.
Assistant Chief indicated that this issue was being looked into regarding how the department can decrease internal elements such as training event locations.
oChair Kalani inquired about the current openings in the Fire Department. ▪Zora Kunic, Fire Administration/Administrative Services Manager, reported that the Fire Department hired 7 new staff, promoted 7, summarizing that the department is well staffed.
▪Clarified that 5 of the 7 new hires were a result of the EMS program. oChair Kalani suggested highlighting National Stroke Month to be able to introduce the new Mobile Units.
▪Chief Dumais clarified that only one of the two new mobile stroke units for LA County was being given to Torrance. He indicated that Supervisor Janice Hahn intends to be present at a ribbon cutting ceremony at Fire Station #1. It was later confirmed that the ceremony and press conference would be held on May 28th at 11am.
oCommittee Member Kaji inquired whether there is coordination between the department and emergency rooms. He indicated that there is a lot of traffic and waiting times. 9
▪Deputy Chief Miller stated that he has met with both hospitals [Torrance Memorial and Little Company of Mary]. Stated that wait times in Torrance are 30 minutes below the county Average wait time of over an hour. Deputy Chief Miller indicated that wait times are a systemic issue that is being felt across the nation, however, he suggested that is doing well.
▪Committee Member Kaji followed up, citing his concern regarding capacity. •Deputy Chief Miller highlighted a digital system in which all hospitals beds in the county are shared so that teams can see where the closest availability of beds are.
MOTION: Committee Member Sheikh motioned to accept and file the Torrance Fire Department Annual Quality Improvement Update Report for 2024, and the SB1205 Compliance Report for 2024. Chair Kaji seconded the motion. The motion carried.
