RECOMMENDATION
In response to an oral request by Councilwoman Kalani with City Council concurrence, it is the recommendation of the Finance Director that the City Council provide direction to reallocate $16,560 to the Police and $16,560 to the Fire Department Fiscal Year 2025-26 operating budgets from the Fiscal Year 2025-26 City Council operating Budget.

DISCUSSION
At the May 20, 2025 City Council meeting, Councilmember Sharon Kalani made an oral request, and received concurrence from the City Council, to bring forward an item for discussion regarding the reallocation of a portion of her FY 2025-26 compensation budget. The total amount proposed for reallocation is $33,120, representing the additional compensation resulting from Charter amendments approved by Torrance voters on the November 5, 2024 election.
Councilmember Kalani has requested the funds be reallocated as follows:
1. $16,560 to the Police Department operating budget to support daily operations, with a focus on the potential mounted equestrian program; and
2. $16,560 to the Fire Department operating budget to enhance operational effectiveness, including efforts to improve emergency response times in District 4, new uniforms for the Honor Guard, and support for the Experience Academy in partnership with the Torr ance Unified School District.
