RECOMMENDATION
Recommendation of the Acting Chief of Police that City Council:
1. Adopt a RESOLUTION authorizing the donation of Police Service Dog Max to the City of Redondo Beach, Police Department; and
2. Approve a Donation and Release of Liability Agreement with the City of Redondo Beach.
FUNDING
None required.
DISCUSSION
Police Service Dog Max has been an active member of the Torrance Police’s Canine Unit since December 2023. The officer assigned as Max’s handler is separating from the Department and staffing shortages inhibit the assignment of a replacement handler, thus leaving the Police Service Dog at risk of being out of active service for an indefinite period and losing his perishable policing skills. Rather than retire Max prematurely, the Redondo Beach Police Department has the capacity and desire to acquire Max via donation and expedite his return to active service.
Based on the average service life for police canines, Max has an estimated four years of police service remaining and a current value of $9,635 when applying the City’s standard depreciation formula against his original cost for acquisition and training. I n the interest of the canine’s well - being, as well as maximizing its serviceable life for regional public safety benefit, the opportunity to donate Max for deployment at neighboring Redondo Beach Police Department is ideal.
Should Council approve the attached agreement and resolution authorizing the Police Service Dog donation, the City of Redondo Beach would release the City of liability and agree to indemnify and hold harmless the City from any and all claims, liability, and damages arising from the use of the donated Police Service Dog.
