RESOLUTION NO. 2025-47
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TORRANCE, CALIFORNIA AUTHORIZING AND DIRECTING
THE LOS ANGELES COUNTY ASSESSOR TO INCLUDE
DELINQUENT WATER USAGE FEES AS A SPECIAL
ASSESSMENT TO BE COLLECTED AT THE SAME TIME AND
IN THE SAME MANNER AS COUNTY TAXES
WHEREAS, Section 72094 of the California Water Code and Torrance Municipal Code Section
76.2.26 authorizes cities to collect delinquent water usage fees via a special assessment to be collected with county taxes; and
WHEREAS, the City of Torrance has established special assessment account number 272.56 with the Los Angeles County Assessor to collect the delinquent water usage fees; and WHEREAS, the City of Torrance and its contractor Minol, Inc. have made numerous attempts to collect the delinquent water usage fees; and
WHEREAS, pursuant to Sections 72094, 72100, 72101 and 72102 of the California Water code, notice was provided to all delinquent account holders of a public hearing to consider the list of proposed special assessments; and
WHEREAS, the duly-noticed public hearing was held on July 8, 2025 and closed with all comments received;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TORRANCE, CALIFORNIA, DOES HEREBY RESOLVE THE FOLLOWING:
Section 1.
The list of properties and the amounts to be collected, attached as Exhibit "A", shall be forwarded to the Los Angeles County Assessor for posting on the tax bill as a special assessment. Exhibit "A" may be modified by the Finance Director to delete those parcels where delinquent bills are paid prior to being submitted to Los Angeles County.
Section 2.
The City Clerk shall certify the adoption of this Resolution .
