RECOMMENDATION
Recommendation of the Transit Director that City Council approve a Memorandum of Understanding (MOU) with the Los Angeles County Metropolitan Transportation Authority (Metro) for Measure R 20% Bus Operation Funds for the period beginning July 1, 2025 and ending June 30, 2035.

DISCUSSION
On November 4, 2008, the voters of Los Angeles County approved Measure R, an ordinance establishing a one-half percent sales tax for public transit operating and capital related purposes which became effective on January 2, 2009. Metro is the agency responsible for administering and dispersing these funds. Municipal transit operators, such as Torrance Transit, are eligible to receive a portion of these funds on an annual basis through a regional formula allocation, based upon the agency’s performance and contribution to public transportation in the Los Angeles County Region.
For Fiscal Year 2026, Torrance Transit is projected to receive approximately $3,183,310 in Measure R 20% program funds. Attachment 1 of this staff report is a new MOU for Measure R 20% funds that will cover the period beginning July 1, 2025 and ending June 30, 2035. Torrance Transit will utilize this annual allocation as part of our annual operating costs, as well as to supplement any capital projects as needed, which in turn improves the quality of service for our patrons.
