MINUTES OF A REGULAR MEETING
OF THE TORRANCE CITY COUNCIL
1. CALL TO ORDER
The Torrance City Council convened in a regular meeting on July 22, 2025 at 3:04 p.m.

Councilmembers Gerson, Kaji, Kalani, Mattucci, and Mayor Chen Councilmembers Lewis and Sheikh
Present: City Manager Chaparyan, Assistant City Attorney Strader City Clerk Rebecca Poirier and other staff representatives
2. FLAG SALUTE/ INVOCATION
The flag salute was led by Mayor Chen.
The non-sectarian invocation was given by Council.member Gerson.
3. ORAL COMMUNICATIONS -None
The City Council recessed to closed session at 3:22 pm.
4. HEARINGS
4A. CONDUCT CLOSED HEARING ON THE APPEAL OF THE CIVIL SERVICE
COMMISSION DECISION SUSTAINING THE SUSPENSION OF A REPROGRAPHIC
SPECIALIST
Recommendation of the City Manager that City Council conduct a closed hearing to consider an appeal of the Civil Service Commission's decision sustaining the suspension of a Reprographic Specialist, unless the employee requests to have the hearing in public session and that the City Council's deliberation of this matter shall occur in closed session.
The City Council recessed to deliberate at 3:46 and reconvened at 3:59 pm .
Assistant City Attorney Strader reported that the City Council voted 5-0 to deny respondent's motion to dismiss and voted 4-1 to deny the appeal.
5. CLOSED SESSION
The City Council recessed to closed session at 4:00 pm to confer with the City Manager and the Assistant City Attorney on agenda matters listed under SA) Public Employee Discipline/Dismissal/Release, 5B) Real Property-Conference With Real Property Negotiator , SC) Conference With Legal Counsel -Anticipated Litigation, 5D) Conference With Labor Negotiator, and SE) Conference With Legal Counsel -Anticipated Litigation -Litigation pursuant to California Government Code §54957, California Government Code §54956.8, California Government Code §54956.9(d)(2), California Government Code §54957.6, and California Government Code §54956.9(d)(4).
The City Council reconvened in public session at 7:00 p.m .

MOTION: Councilmember Mattucci moved to adjourn the City Council meeting at 7:02 p.m. to Tuesday, August 5, 2025, at 5:00 p.m . for regular business in the LeRoy J. Jackson Council Chamber. Tuesday, July 29, 2025 is a City Council Dark Night. Councilmember Gerson seconded the motion. The motion carried by a vote of 5-0 with Councilmembers Lewis and Sheikh absent.
