Subject: Strong Resident Interest in Annexation of El Camino Village Dear Mayor and Councilmembers, I am a resident of El Camino Village and understand the City Council discussed the potential annexation of our community during the January 14, 2025 meeting. Many of my neighbors and I strongly support the idea of becoming part of Torrance and would like to see the annexation process advance. Our community already shares close ties with Torrance through schools, shopping, and services, and we believe annexation would strengthen those connections while improving representation and service coordination. Could you please let us know: 1.
Whether any progress or formal action has occurred since January. 2. If further discussions, studies, or public hearings are planned. 3. How El Camino Village residents can formally express support and participate in the process. We look forward to working with you to help make this happen. Sincerely, Melissa Todd
El Camino Village Resident

Please see attached letter from the Coalition for Torrance Airport Reform (COTAR) 3 August 18, 2025 SUBMITTED ELECTRONICALLY
To: Honorable Mayor and City Council of Torrance
Subject: UNLEADED AVIATION FUEL AT TORRANCE AIRPORT
In the Closed Session on Tuesday, August 19th Council will review a proposal from Sling Pilot Academy to provide unleaded aviation fuel (UL94) from mobile fuel tanks to airplanes at Torrance Airport. COTAR applauds this initiative by Sling and urges Council to approve the proposal and direct staff to support its prompt initiation.
Lead particle air pollution from planes at TOA using leaded aviation fuel threatens the health and wellbeing of Torrance residents, especially children in their formative years.
Dating back to July 2023 Council has directed staff to transition to unleaded fuel at TOA; and COTAR as part of its civic mission also has consistently advocated for making unleaded fuel available at the airport.
Residents and pilots are united in their desire to eliminate leaded fuel at TOA.
UL94 avgas is a major improvement over leaded avgas. Other local airports including Santa Monica and Long Beach already offer UL94. Sling plans to power its entire fleet with UL94, and given that Sling is the largest operator at TOA, this puts the airport well on its way toward eliminating use of leaded gas. It also will be available to all other aircraft at TOA that choose to switch to it before higher octane UL100 also becomes available in the market.
COTAR recommends that Council publicize its approval of this environmental advance so that both Council and Sling are recognized for it and receive credit for reducing air pollution at TOA.
