DISCUSSION
Life/AD&D, STD, and LTD Insurance
The City’s contract for Life/AD&D, STD, and LTD insurance coverage for eligible employees is set to expire on December 31, 2025. Human Resources staff worked with the City’s benefits broker, USI, to obtain proposals from insurance carriers. This effort was initiated in July 2025 in preparation for the expiring contract on December 31, 2025. Seven (7) carriers were invited to submit quotes. All seven (7) carriers submitted quotes. Of those seven quotes, four (4) were deemed to be not competitive by USI due to the large increase in rates when compared to what the City currently pays. A summary of the carriers invited to participate and the responses are included as attachments.

The recommendation to continue with the Standard as the carrier of Life/AD&D, STD, and LTD Insurance for employees is based on the following factors:
• The Standard proposed an overall increase of 19.4% to total benefit package costs. Within this increase is a 16.2% increase to Life/AD&D, negotiated down from 21.6%, 10.9% to STD, and 7.0% to LTD. The increase to Life/AD&D equates to a $0.03 per $1000 of volume increase to the rate, which was due to the high number of life insurance claims that have been paid out to former City employees’ beneficiaries. The increase for STD and LTD was due to the high number of disability claims incurred by employees of the City since the beginning of the last contract period.

9 • The Standard provides a tenured and responsive account manager to the City. It has been the experience of Human Resources staff and employees that the features offered by the Standard ensure timely resolution of claim issues and administrative matters. • The Standard continues to offer excellent customer service.

Please note the following:
• Safety employees do not participate in City-provided STD and LTD insurance through the Standard. They have separate plans provided through their union organizations. • Retiree coverage reflected in the attachments for Life insurance are of no cost to the City.

Should a retiree elect coverage, they are billed directly for their insurance selections.

Dental Insurance
The City’s contract for dental insurance coverage for eligible employees is set to expire on December 31, 2025. For over 40 years, Delta Dental has been the dental insurance provider for the City. Delta Dental has provided good service for the employees, and rarely does Human Resources receive a complaint about customer service from Delta Dental.

Human Resources staff worked with the City’s benefits broker, USI, to obtain proposals from dental insurance carriers. This effort was initiated in July 2025 in preparation for the expiring contract on December 31, 2025. Ten (10) carriers were invited to submit quotes. Seven (7) carriers declined to participate, and three (3) carriers submitted quotes. A summary of the carriers invited to participate and the responses are included as attachments.

The recommendation to retain Delta Dental as the carrier of group dental insurance for employees is based on the following factors:
• Delta Dental proposed a 4.3% increase ($49,043 annually) to the PPO plan and a 0% renewal action to the DHMO plan.
• Delta Dental benefits were comparable with other competitive carrier proposals. • Delta Dental offers a large network of dentists and has rendered satisfactory services on claim handling and other administrative services. Continuing services with Delta Dental will result in no disruption in selected dental providers for City employees. • Delta Dental provides a dedicated account manager as well as a group of administrative support personnel.

9 Vision Insurance
The City’s contract for vision insurance coverage for eligible employees is set to expire on December 31, 2025. Anthem has been the vision insurance provider for the City since 2023.

Human Resources staff worked with the City’s benefits broker, USI, to obtain proposals from vision insurance carriers. This effort was initiated in July 2025 in preparation for the expiring contract on December 31, 2025. Eight (8) carriers were invited to submit quotes. Three (3) carriers declined to participate. Of the five (5) carriers that submitted quotes, two (2) were deemed to be not competitive by USI due to the large increase in rates when compared to what the City currently pays. A summary of the carriers invited to participate and the responses are included as attachments.

The recommendation to retain Anthem as the carrier of group vision insurance for employees is based on the following factors:
• Anthem proposed an 8% decrease ($10,541 annually) for active and retiree coverage.

Employee Assistance Program
The City’s contract for Employee Assistance Program coverage for eligible employees is set to expire on December 31, 2025. For over 15 years, Aetna Resources for Living (RFL) has been the Employee Assistance Program provider for the City. Aetna RFL has provided good service for the employees. There have been no service issues with Aetna Resources for Living.

Human Resources staff worked with the City’s benefits broker, USI, to obtain proposals from Employee Assistance Program carriers. This effort was initiated in July 2025 in preparation for the expiring contract on December 31, 2025. Six (6) carriers were invited to submit quotes. One (1) carrier declined to quote. Of the five quotes received one (1) was deemed to be uncompetitive and four (4) are shown in the presentation. A summary of the carriers invited to participate and the responses are included as attachments.

The recommendation to retain Aetna RFL as the carrier for the Employee Assistance Program for employees and eligible retirees is based on the following factors:
• Aetna RFL proposed a 1.2% rate increase ($421 annually) to cover full-time employees.

Prior to the expiration of the agreements with The Standard, Delta Dental, Anthem, Aetna and TAG, Human Resources staff will again seek updated rates for Life/AD&D, STD, LTD dental insurance through the RFP process.
