Subject: Hillside Solar Farm Proposal Issues
Dear Members of the Torrance City Council,
RE: Proposed Solar Farm Issues
As a long time resident of Hillside we are very concerned with the following issues. Comments are from personal knowledge and a quick on-line search for Solar Farm information.
1). Proposed location is land-locked and was to remain Open Space for that reason.
2). The property is surrounded by residential: Skyline, Chandler, and Hillside. a). Should not build too close to residential since battery storage, inverters and transformers can create low-level hums that might irritate the neighbors.
3). Access for development: Alta Loma Park, Rolling Hills Country Club, Skyline a). Where will they locate the entrance and maintenance road? Can you use a public park as the gateway to develop a Solar Farm?
4). 5 acres is considered the minimum acres of land per 1 megawatt capacity for a small solar farm. We understand this proposed area is closer to 3 acres.

FOR AGENDA ITEM 8K
2 5). Distance from residents - a). Views - looking over rows of solar panels support structures and wiring b) property value. c). noise.
d). maintenance e) recommends 300 feet from residential with a minimum of 50-150 feet. f). Hillside homes are extremely close to the proposed development's property line.
6). Topography - a). Known unstable landslide area above Skyline. Needs to be sturdy and stable land. b) Chandler Ranch’s “Dead Horse Gulch” follows the ravine from Alta Loma Park down to Skyline. Heavy rains have knocked several coaches off their foundations by landslides over the years.
7). Land condition - a) Concern with weeds and fire suppression. b) Solar panels are known to become a host to invasive plants.
8, Location of the SCE substation and 3 phase wiring?
9. Can the State of California mandate, require, or enforce the building of a Small Solar Farm surrounded by residential on three sides with a Public Park on the other. This land was designated to remain Open Space because of these reasons?
10. Would you want this proposed project in your backyard?
11. Please support your constituents and VOTE NO against pursuing this project….it is not about supplying energy to Skyline, but a money maker for an independent developer.
Your consideration would be greatly appreciated!
Sincerely,
Linda Dryer
Hillside
