From: Ian Dailey, Finance Director | [email protected] Subject: Finance – Adopt RESOLUTION Amending Resolution No. 2023-11 Section 2(3) Relating to Compensation of Measure SST Citizens’ Oversight Committee Members. Expenditure: $210 (General Fund).
RECOMMENDATION
Recommendation of the Finance Director that City Council adopt a RESOLUTION amending Resolution No. 2023-11 Section 2(3) titled “Composition, Compensation, and Qualifications” relating to compensation of Measure SST Citizens’ Oversight Committee members.
FUNDING
Funding is available in the City Council’s fiscal year 2025-26 operating budget.
DISCUSSION
At the City Council meeting of October 29, 2024, City Council voted to increase the commission stipend from ten dollars per meeting attended to twenty dollars per meeting attended.
Commissioners must attend two-thirds of the meeting to be paid the stipend. Commissioners who receive the stipend must register with the Human Resources Department and will receive a W-2 at the end of the calendar year.
If a commissioner wishes to waive their stipend, they must do so in writing by either emailing the City Clerk stating they are waiving their stipend or sending a written letter stating they are waiving their stipend. If a commissioner waives their stipend, they do not register with Human Resources Department and will not receive a W-2.
At the City Council meeting of August 5, 2025, Ordinance 3953 was approved amending Torrance Municipal Code relating to compensation of commissioners. Since the compensation for Measure SST Citizens’ Oversight Committee members is defined in Resolution No. 2023-11, rather than Torrance Municipal Code, this item is brought forward to amend the Resolution to memorialize the same increase in the commission stipend for the Measure SST Citizens’ Oversight Committee members.
