Subject: Comments on agenda item 10B, 11/04 council meeting
Congratulations! After over 3 1/2 years in office as City Treasurer, Tim Goodrich has finally completed the first of his "C P R" campaign promises ("C" Conduct an independent third- party Audit of the department for checks and balances).
Now with this $70,000 report in hand, it reads what I have been suggesting all along, that the Deputy City Treasurer does all the work without any oversight.
Despite regular and repeated requests for updates and clarifications, there has been no word on progress of his other two promises ("P" Professionalize the office, establish minimum qualifications, and make the position a part time oversight position. "R" Reduce the exorbitant (his word) pay.
I Strongly suggest that the council define the position as oversight and reduce the pay accordingly. Furthermore, I urge the council to figure out a way to comply with the audit recommendations of multiple checks and balances (transfer the Deputy Treasurer to be under the finance department?).
I believe without council action, the next treasurer will repeat these actions (or Tim will be re-elected and continue his opaque habits) without any compulsion to fulfill his promises to the citizens of Torrance.
And lastly a question: What does the city have to show for spending almost half a million dollars on salaries and benefits for someone who has never responded to queries for clarifications of what he does? Isn't transparency in an elected office an ethics issue?
