RECOMMENDATION
Recommendation of the City Clerk that City Council adopt RESOLUTION NO. 2025-68 amending Resolution No. 2008-52, amending Section 7.

DISCUSSION
At the City Council meeting of October 29, 2024, City Council voted to increase the commission stipend from ten dollars per meeting to twenty dollars per meeting attended. Youth Council members must attend two-thirds of the meeting to be paid the stipend. Youth Council members who receive the stipend must register with the Human Resources Department and will receive a W-2 at the end of the calendar year.
If a Youth Council member wishes to waive their stipend, they must do so in writing by either emailing the City Clerk stating they are waiving their stipend or by sending a written letter stating they are waiving the stipend. If a Youth Council member waives their stipend, they do not have to register with the Human Resources Department and will not receive a W-2.

RESOLUTION NO. 2025-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TORRANCE, CALIFORNIA AMENDING RESOLUTION
NO. 2008-52 SECTION 7
WHEREAS, the last revision to the Youth Council resolution was in 2008; and WHEREAS, there is a need to revise Resolution 2008-52 Section 7 to increase the stipend;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TORRANCE, CALIFORNIA, DOES HEREBY RESOLVE THE FOLLOWING :
Section 1.
Section 7 of Resolution No. 2008-52 is amended to read in its entirety as follows:
“The members of the Youth Council shall be paid in lieu of their ordinary and necessary expenditures at a rate of Twenty Dollars ($20.00) per meeting, not to exceed two meetings per month. Such payment shall be made at the end of each calendar quarter.”
Section 2.
In all other respects, Resolution No. 2008-52 is ratified and reaffirmed and remains in full force and effect.
