RECOMMENDATION
Recommendation of the Transit Director that City Council approve a contract services agreement with New Flyer of America, Inc. of Manitoba, Canada, as a cooperative purchase with the California Association for Coordinated Transportation (CALACT), in the amount of $1,573,330.28, for the purchase of six (6) battery electric bus chargers for a period beginning October 22, 2025 and ending July 31, 2026.
FUNDING
Funding is available in Heavy Duty Electric Vehicle Charging Station Project, GRTTR0007 - Measure R Investment Grant MR524.10.
DISCUSSION
The Transit Department is currently undertaking a Fleet Modernization Project in which we plan to replace all of our current vehicles and begin the transition to a zero-emission fleet by 2040, as mandated by the State of California. Transit is purchasing six (6) ABB HVC 360 Chargers with dual ports that will accommodate charging up to twelve (12) battery electric buses. The DC fast chargers will be installed on the Transit side of the City Yard.
This purchase qualifies as a cooperative purchase exemption to the City’s formal bidding requirement. The Torrance Municipal Code (TMC) authorizes participation in cooperative purchasing agreements like those established by CALACT while also adhering to the City’s procurement policies. A cooperative purchase is allowable under TMC Section 22.3.100 entitled “Exceptions to the Competitive Process” which states:
“The competitive selection processes set forth in this Chapter do not apply in the following categories however purchases shall be made in accordance with procedures and regulations established by the City Manager:
c) Competitive procedures were followed by a governmental agency, including a federal, state, county, city, joint powers agency, special district, or cooperative purchasing agency consisting of one or more such agencies, that are equivalent to the procedures set forth in this Chapter, and 1 City Council
