Date: November 18, 2025
To: Honorable Mayor and Members of the City Council
From: Shant Megerdichian, General Services Director
By: Milton Sanabria, Administrative Services Manager | [email protected] Subject: General Services – Approve First Amendment to Contract Services Agreement for the Demolition of Building 8 at Charles H. Wilson Park. Expenditure: $50,000 (General Fund).

RECOMMENDATION
Recommendation of the General Services Director that City Council approve a first amendment to the contract services agreement (C2025-187), with American Integrated Resources, for the Demolition of Building 8 at Charles H. Wilson Park, for a new contingency of $50,000, and extend the contract term to December 31, 2026.

FUNDING
Funding is available from the Wilson Park Redevelopment of Building 8 project (PRK0033-4030-BI0001).

DISCUSSION
On July 8, 2025, your Honorable Body approved a contract services agreement to American Integrated Resources in the amount of $428,599.50 with a 10% contingency of $42,859.95 for Demolition of Building 8 at Charles H. Wilson Park. The City-wide facility assessment determined the existing storage shed for demolition had reached the end of its useful life. The structure no longer met the City’s operational requirements or aesthetic standards and presented safety concerns due to its deterioration. Consequently, removal was determined to be the most reasonable approach, opening the opportunity for more functional and visually cohesive site use.

To streamline delivery and maintain high standards, Kitchell CEM was retained by leveraging the City’s existing master agreement for design and construction administration services. Kitchell was tasked with developing a demolition package to support both permit acquisition and contractor bidding. At the start of the project, they also generated new as-built records, as no existing documentation for the structure was available. Lastly, Kitchell assisted in the contractor vetting process and is providing on-site observation during the demolition phase.

During the course of the demolition, additional lead throughout the building was discovered through unforeseen conditions. Proper abatement testing highlighted the ceiling as testing positive for lead. Lead abatement and containment is a labor-intensive process and as a result the contract project contingency is fully exhausted from the lead paint stabilization that is required. 1 8B

3 The first amendment will reset project contingency to provide a necessary buffer should further unforeseen conditions arise during the remainder of the project. This will help minimize potential delays in project activities by reducing the need for additional approvals. Funding for the amendment is available in the previously approved capital project budget. With council approval, the project contingency will be reset for any further unforeseen conditions, and the contract expiration will be extended to December 31, 2026.
