By: Eirenne O'Neill, Staff Assistant | [email protected] Subject: City Manager – Approve Second Amendment to Property Use Agreement (C2006-232) Between the City of Torrance and the West Basin Municipal Water District. Expenditure: None.

RECOMMENDATION
Recommendation of the City Manager that City Council approve a second amendment to Property Use Agreement (C2006-232) between the City of Torrance and West Basin Municipal District, extending the agreement through December 11, 2035.

FUNDING
None required.

DISCUSSION
On December 12, 2006, the City and West Basin Municipal Water District (“West Basin”) entered a ten (10) year Property Use Agreement (“Agreement”) for the sole purpose of developing and operating a recycle water disinfection station on vacant city-owned property located on the northeast corner of Del Amo Boulevard and Crenshaw Boulevard.

The disinfection station was constructed by West Basin to address water quality issues within the recycled water distribution system. The facility exclusively serves the City of Torrance and its customers, including American Honda Motor Co. Inc.

On September 1, 2015, the City and West Basin entered into a First Amendment of the Agreement to extend the term by an additional ten years through December 12, 2025.

West Basin has expressed interest in extending the agreement by an additional ten (10) years for no fee. Under the proposed extension, West Basin would continue to operate the disinfectant station and provide landscape maintenance services at the property and has indicated a willingness to coordinate with City staff to address any additional reasonable landscaping needs that may arise.

West Basin has also emphasized the long-term value of this partnership and its alignment with regional water sustainability initiatives. Both West Basin and the City continue to collaborate with the Metropolitan Water District on the Pure Water Southern California (“PWSC”) program. This project represents a significant regional effort to advance indirect potable reuse (IPR) and maximize the availability of high-quality recycled water. West Basin believes that extending the agreement will strengthen cooperative efforts toward achieving the objectives of PWSC, with the goal of realizing full program implementation by 2035.

Your Honorable Body is being requested to approve the second amendment to Property Use Agreement (C2006-232), which would extend the agreement through December 11, 2035.
