DISCUSSION
In January 2021, City Council awarded a five-year contract services agreement (C2021-004) to Wittman Enterprises, LLC of Rancho Cordova, CA through January 11, 2026 for an amount not to exceed $1,192,963 to provide EMS billing services for the City of Torrance Fire Department, with an option for the City to extend the agreement for one (1) additional 5-year extension with the same terms and conditions. The City Council also authorized the City Manager as the City’s signatory for the agreement.

In January 2021, City Council also approved a City operated EMS transportation program within the Torrance Fire Department (TFD) and in April 2021, TFD staffed ambulances began transporting patients.

medical billing is heavily regulated and companies specializing in these complex services adhere to current standards in medical billing compliance, which minimizes risk to the City. With 35 years of experience and about 100 clients in California, Wittman is one of the most (if not the most) experienced EMS billing company in California, whose billing services comply to federal, state, and local laws/statutes/programs, and best billing practices while maximizing revenue recovery.

The Fire Department is satisfied with the contractor’s services and its competent and professional performance and requests that the City exercise the option to extend the contract for an additional five-year period.

The proposed Amendment will increase the total contract expenditure by $1,764,340 (approximately $352,868 per year) to a new not-to-exceed contract total of $2,957,303 and will extend the contract term for an additional five-year period (January 12, 2026, to January 11, 2031) with the same terms and conditions. The Contract with Wittman Enterprises provides billing services for EMS fees at a cost of 3.49% of net collections. The Contractor’s compensation fee is paid monthly after the City receives and Finance confirms the remittances, from which the 3.49% fee is calculated, upon presentation of an invoice.

The Fire Department has notified Wittman Enterprises LLC that the City is exercising its option to extend the Agreement. The option is not effective until it is exercised by the Council by approving an amendment to the Agreement. A new RFP will be completed at least 1-year prior to the next expiration to assess options.
