DISCUSSION
As a municipal transit operator, the Transit Department is eligible to compete for or formally request federal assistance for capital purchases and operational expenses. In anticipation of a possible Government shutdown, Transit staff rushed to complete three Federal Transit Administration (FTA) grant applications for grant awards that we had either successfully competed for or are due to receive through formula funds.

The three grants and their related projects are as follows:

This grant applies 2015 LA Metro Call For Projects funds ($1,431,700 FY24 CMAQ and $380,579 Local Match) will be used to leverage the purchase of four (4) zero-emission buses. The useful operating life of the new buses is at least 12 years or 500, 000 miles of service. The vehicles being replaced two (2) 2009 Gasoline-Electric (GE) Hybrid buses and two (2) 2011 Compressed Natural Gas buses - have reached the end of their useful operating life and will be disposed of in accordance with Federal requirements. The new buses will meet the Clean Air Act standards (CAA) and the American with Disabilities Act (ADA) requirements. The GE buses were purchased in 2009 using primarily FTA ARRA funds ( CA-96-X026-ARRA) and some funds from CA-90-Y518. The CNG Buses were purchased in 2011 using FTA Grants CA-90-Y715 and CA-90-Y816.

The GE buses and their associated parts are no longer manufactured, hence replacement parts are no longer available and vehicle repairs have become very costly. Buses being replaced will be sold at public auction, with funds from any vehicle sale above $5,000 being returned to the FTA.

Project Benefits
This project will maintain reliable transit service by replacing buses, which have already met/exceeded their useful life.

Replacing the fleet will enhance services by improving the system efficiency. Maintaining the buses and associated equipment will provide increased service reliability in ensuring the fleet has an overall higher mean distance between failures. Reliability is attractive not only to current customers who may consider taking NTS for additional trips but is attractive to potential customers who may consider taking public transportation if reliability is not degraded.

Additional Information
None provided.

Location Description
Buses will be stored and operated out of the transit facility located at 20500 Madrona Avenue and will serve on Torrance Transit's 12 fixed routes.
