Date: December 16, 2025
To: Honorable Mayor and Members of the City Council
From: Robert Dunn, Chief of Police
By: John Newman, Police Services Supervisor | [email protected] Subject: Police – Approve Amendment to Contract Services Agreement for Supplemental Parking Enforcement Services. Expenditure: $708,103 (General Fund) .

RECOMMENDATION
Recommendation of the Chief of Police that City Council approve a first amendment to the contract services agreement with ACE Parking Management, Inc. of San Diego, CA (C2024-292), in the amount of $708,103, for a new total not-to-exceed amount of $1,273,697, for supplemental parking enforcement services, and extend the term for a one-year (1) period beginning January 1, 2026 and ending December 31, 2026, with two additional one-year (1) extension options.

FUNDING
Funding will be available in Fiscal Year 2025-26 General Fund Operating Budget upon approval of the Fiscal Year 2025-26 First Quarter Budget Program Modification and is anticipated to be available in subsequent years.

DISCUSSION
On December 17, 2024, your Honorable Body approved a contract services agreement with ACE Parking Management, Inc. of San Diego, CA (RFP B2024-11) in the amount of $565,594, for supplemental parking enforcement services for a one-year period beginning January 1, 2025 and ending December 31, 2025 with the options to extend the term for two (2) one-year terms.

During the term of the agreement, ACE Parking Management has demonstrated consistent performance, professionalism and reliability, issuing over 96% of all street sweeping citations and maintaining a high level of compliance and customer service. Extending the contract will allow the City to maintain program continuity while implementing the proposed staffing and operation enhancements. The combination of extending ACE’s contract, adding one additional Ambassador, and providing a dedicated vehicle will ensure the continued success and stability of the City’s parking enforcement operations, while improving coverage, responsiveness, and program oversight.

The addition of one more ACE Ambassador is necessary to improve efficiency, maintain high service standards, and allow the current supervisor to routinely focus on essential leadership duties. At present, the supervisor is counted as one of the five ACE Ambassadors, which limits 1 City Council

the time available to perform critical supervisory responsibilities such as scheduling, training, performance management, reporting, and vehicle oversight. While ACE already issues 96% of all street sweeping citations and generates a comparable percentage of fine revenue, the workload and administrative requirements placed on the supervisor reduce her ability to provide consistent oversight and proactive team management. By adding an additional Ambassador, the supervisor will no longer be forced to divide their time between enforcement duties and supervisory obligations, ensuring greater accountability, better training and development for staff, and stronger operation support. Furthermore, an additional Ambassador will provide flexibility to cover last-minute absences and assist with enforcement of all street sweeping routes, ultimately leading to sustained high levels of citation coverage, revenue collection, and customer service.

The current workload further justifies the addition of one more ACE Ambassador and a vehicle for that person. In the attached quote, Version 3 assumes our supervisor – who currently patrols as a regular Ambassador, would function as a dedicated supervisor overseeing five enforcement Ambassadors, with the addition of a sixth vehicle. By adding a fifth dedicated ACE Ambassador, the supervisor will have the capacity to provide additional field support on larger street sweeping routes and continue to issue citations, increasing the total area covered and the overall number of violations addressed. The sixth vehicle will allow the supervisor to assist in the field and serve as a backup for any enforcement vehicle that must be taken out of service for maintenance. This operational enhancement will ensure uninterrupted coverage, expand enforcement capabilities, and strengthen the overall efficiency and effectiveness of the parking enforcement program.

Staff recommends that City Council approve a first amendment to the contract services agreement with ACE Parking Management, Inc. of San Diego, CA, in the amount of $708,103, beginning January 1, 2026, and ending December 31, 2026.

Vendor Name: ACE Parking
Background and Recent Experience with Similar Projects:
ln the space below, please provide a narrative explaining your background and recent experience with similar projects as the scope of work identified in this RFP. (Please attach additional sheet if needed.) ACE has built a reputation over the last 60 years of providing efficient operations and innovative consulting services for dozens of municipalities across the country. ACE takes pride in its collaborative approach to enforcement, providing services for many municipalities and government agencies. Our municipal experience started with the City of San Diego, a relationship which has continued without interruption for the past 60 years. Based on our consistent track record listening to the specific client priorities for every unique parking operation, ACE has built a reputation for implementing services and delivering results aligned with the goals of each of our City client partners ACE's portfolio of municipal clients has grown to include over 40 operations throughout the country and includes extensive experience providing services like the City of Torrance's parking enforcement program. Our Enforcement Division, led by Brian Tarbell, Senior Vice President, a retired San Diego police officer who specializes in providing non-gated controls, enforcement, and administration solutions supporting a portfolio that includes over 80,000 spaces with a team of over 50 Enforcement Ambassadors and a fleet of over 20 vehicles. ln the local market, ACE provides city-wide parking enforcement services to the City of Santa Clarita and the City of San Gabriel. We have been the Enforcement vendor in Santa Clarita since 2018, and our operations include providing24lT enforcement of the California Vehicle Code and the Santa Clarita municipal code encompassing 74 square miles. We were recently awarded the City of San Gabriel Enforcement contract, where we likewise provide full municpal code and state of California code enforcement. We have experience in transitioning Enforcement operations from law enforcement entities, something we have done at Santa Clarita, City of Encinitas and the City of Chula Vista. Work Plan for Each Required Task:
ln the space below, please describe in detailthe methodology you will be utilizing to conduct for each task. (Please attach additional sheets if needed.)
We have provided an in-depth narrative regarding our approach to the scope of work on pages 18-32, however, the core operating principle ACE embodies throughout all of our parking enforcement operations is to take on the role of Ambassadors for your city. AIIACE Enforcement staff are carefully vetted to ensure they have the perfect combination of "thick skin" and friendly, positive, demeanor to interact with your residents and visitors. ACE employs local Recruiting Managers to find the best talent available to ensure the City of Torrance is well represented in every interaction we have with you residents and visitors. Once our staff have undergone and been cleared in the background check process, they will undergo extensive, site-specific training on-location. This training will feature acclimating them to the streets of the City of Torrance, training on Enforcement technology (Civic Smart) and safe driving training. Additionally, ourACE Enforcement personnel must be able to demonstrate a masterful understanding of the California Vehicle Code and the City of Torrance Municipal Code before they are able to be in the field on their own. Ourteam will have a full understanding of the 5 different street sweeping routes and will be able to enforce all localTorrance and California codes. We will be providing 6 new Toyota Corolla Hybrid vehicles to service this operation so that each Enforcement Ambassador can have a vehicle to accomplish their assigned route. We have found throughout our operations that it always helps to have a spare vehicle for when one of our vehicles requires maintenance, or in the event of an emergency. We will issue our staff city-approved uniforms, as well as all necessary supplies to achieve the scope of work including cell phones for communication purposes. lf selected as your vendor for this project, ACE will be fully staffed and ready to take over the operation at the start of the contract term. Please find our pledge to the City of Torrance's scope of work on the following page 'i"-,-- \,, -'1-¿,r¡,1 ' i ::':,r),)-,,1 i-ìi .:).1¡r,,r.i-l t:-i::'ìr'''jiírì!rr'r" ,ì¡, ,,!j:j.-ì 16 @ P{]WEREÍ¡ 8Y PEOPLE.
