DISCUSSION
As part of the City’s continuing efforts to modernize City Hall facilities and office spaces, the City solicited quotes for the IT Tenant Improvement Project. Based on these quotes, a contract was awarded to Kindness General Contractors in the amount of $220,378, with a 10% contingency of $22,037.80, bringing the total authorized amount to $242,415.80. Because the original contract amount was within the City Council’s threshold, it was approved by the City Manager. The necessary steps have been taken to satisfy the formal procurement requirement.
The project scope includes installation of new flooring, ceiling tiles, lighting, doors, sink, cabinets, and other related improvements in accordance with plans and specifications prepared by AWu Government Services and the City of Torrance. During construction, two unforeseen conditions were encountered that required modifications to the original scope of work, as detailed below. 1 City Council
December 16, 2025
Change Order 1: Ceiling Grid and Tile Replacement:
After award of the contract, the City determined that replacing the entire ceiling grid and tile system would be in its best interest. The existing tiles were of an obsolete type but were salvaged for potential reuse in other City Hall areas utilizing the same T-bar system. Change Order #1 authorized the removal and proper disposal of the old ceiling grid and installation of a new compatible system.
Change Order 2: Concrete Floor Leveling:
During preparation for the new flooring installation, it was discovered that the existing concrete subfloor was uneven. This condition would have affected door operation and resulted in visible flooring gaps. To correct the issue, Change Order #2 authorized leveling of the concrete subfloor to ensure proper function and finish consistency.
As the second change order exceeded the City Manager’s approval authority, staff requested concurrence and immediate support to maintain the project schedule and ensure the completed space meets all functional and quality standards, with formal Council approval to follow.
ENVIRONMENTAL FINDINGS
The proposed action qualifies for exemption from review under the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15301. This exemption applies to activities that involve the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations of existing public or private structures, facilities, mechanical equipment, or topographical features, provided there is negligible or no expansion of use beyond what was in place at the time of the lead agency's determination. It includes interior or exterior modifications, such as installing interior partitions, plumbing, and electrical conveyances, maintenance of existing infrastructure like highways, streets, sidewalks, gutters, and trails; and the restoration or rehabilitation of deteriorated or damaged structures or equipment to meet current public health and safety standards, unless substantial damage from environmental hazards, like earthquakes or landslides, is identified.
