From: Craig Bilezerian, Public Works Director
By: Helen Shi, Engineering Manager | [email protected] Subject: Public Works – Approve Additional Funding Allocation and Appropriate Funds to Citywide Traffic Signal Improvements, T-171 (Lomita Boulevard at Madison Street).

Expenditure: None.

RECOMMENDATION
Recommendation of the Public Works Director that City Council:

1. Approve an additional $100,010 of Highway Safety Improvement Program (HSIP) grant funds to be added to Program Supplement No. A168 to Administering Agency-State Master Agreement No. 07-5249S21, for the Lomita Boulevard at Madison Street Traffic Signal Installation Project, T-171, HSIPSL-0549(033), thereby increasing the total amount of HSIP grant funds from $537,790 to $637,800; ands

2. Appropriate the additional $100,010 of Highway Safety Improvement Program (HSIP) grant funds to the Citywide Traffic Signal Improvements, T-171 (Lomita Boulevard at Madison Street), thereby increasing the project budget from $2,929,320 to $3,029,330.

FUNDING
None required.

DISCUSSION
The City identified the intersection of Lomita Boulevard and Madison Street (Attachment 1) as a safety concern due to its collision history and the challenge of making left turns onto and off of Madison Street. In 2021, staff secured $537,790 in funding through the Highway Safety Improvement Program (HSIP) Cycle 10 for the installation of a new traffic signal, including contactless pedestrian push buttons, curb ramps, and crosswalks to enhance safety and traffic flow.

On December 17, 2024, the City Council approved Administering Agency-State Master Agreement No. 07-5249S21 (Attachment 2) with the State of California, executed Program Supplement No. A168 (Attachment 3), and appropriated the HSIP grant funds to the Citywide Traffic Signal Improvements, T-171 (Lomita Boulevard at Madison Street). While the HSIP grant funds do not require a local match, additional local funds were allocated to address cost increases due to inflation and to bolster construction contingency. 1 City Council

Also on December 17, 2024, the City Council awarded a Public Works Agreement to PTM General Engineering Services, Inc. (B2024-09) in the amount of $615,015, with a 15% contingency of $92,252, for a total project cost of $707,267. Of this total, $537,790 was funded through HSIP grant funds and $169,477 was funded from Proposition C funds.

In October 2025, the City applied for additional HSIP grant funds to help cover construction costs.

On November 4, 2025, Caltrans issued a letter (Attachment 4) allocating/approving an additional $100,010 in HSIP grant funds for construction costs. This additional funding will increase the amount of HSIP grant funds from $537,790 to $637,800 and reduce the amount of Proposition C funds, currently funding the construction contract, from $169,477 to $69,467. This allows $110,010 of Proposition C funds to be returned to the T-171 project fund balance for future eligible expenses. The updated funding breakdown for the construction contract will be as follows:

Funding Source Amount
Highway Safety Improvement Program (Non-General Fund) $ 537,790.00 Additional Highway Safety Improvement Program (Non-General Fund) $ 100,010.00 HSIP Subtotal $ 637,800.00
Citywide Traffic Signal Improvements, T-171 – Prop C (Non-General Fund) $ 69,467.00 Total $ 707,267.00
Staff will work with the Finance Department to modify the existing purchase order accordingly.

Construction of this project began in August 2025 and is expected to be completed in early 2026.

Further information about this project and all other active infrastructure projects can be found on the Public Works website at https://www.torranceca.gov/our-city/capital-improvement-projects .

Dear Ms. Shi:

Your letter dated November 03, 2025 requested an allocation of State funds from the Highway Safety Improvement Program (HSIP) project (project location: Intersection of Lomita Blvd and Madison St. in the City of Torrance). The State hereby makes the allocation in the amount of $100,010.00 of State funds for Construction phase of this project effective November 04, 2025. You may now proceed with the Construction phase of the project. Any work for the Construction phase that has been approved for funding and is performed after 05/25/2023 will be eligible for reimbursement. Please refer to the Finance Letter for the complete approved funding of all phases for this project.

All projects require a Master Agreement and Program Supplement Agreement to be in place prior to the payment of project invoices. If one has not already been executed, this office will soon send you a Program Supplement Agreement and Master Agreement for execution. Please do not submit invoices for this project until the agreements are fully executed by both you and the State.

Invoices are to be submitted at a minimum of every six (6) months in order to remain active.

If you have any questions, please contact your District Local Assistance Engineer.

Sincerely,
TANZEEBA KISHWAR, Chief
