MOD25-00004 ROSE EQUITIES (OPTIMUS PROPERTIES, LLC)
I believe that I was able to submit these comments through the portal but just in case am emailing as well.
This comment is regarding the Resolution Approving additional conditions of approval and finding that the Torrance Del Amo Project is exempt from CEQA pursuant to Section 21080.66 of the California Resources Code (AB 130).
I request that the City Council describe in a plain and understandable manner what the exemption of the Rose Equities development of the Torrance Del Amo project from the California Environmental Quality Act (CEQA) pursuant to Section 21080.66 of the California Public Resources Code (AB 130) changes? AB 130 does not provide any relief from the remediation of hazardous materials such as contaminated soil, asbestos, noise and dust pollution.
Thus, what if anything changes for the residents bordering the Torrance Del Amo project? Please confirm that Rose Equities will still be required to perform all the remediation measures described in their initial application for dust and noise as well as any additional hazardous waste remediation if any contaminated soil or gases are detected.
Additionally, I request that the City Council ensures that Rose Equities continues to work with neighboring associations to complete the Memorandums of Understanding that document the construction mitigation measures which are intended to be in place during the period of construction.
I would like to believe that the Torrance City Council is looking after the health and welfare of all current voting and property tax paying residents as a first priority before the requests from developers. If this development were going up in your backyard, would you feel or vote differently? Please protect our well-being and ensure that all required remediation measures are maintained.
