Council,
My name is Kenneth Johnson and I am a Torrance resident. I am writing in response to Item 10B. I share staff’s goal of improving safety for everyone, but I also believe it’s important for kids and teens to have healthy and independent ways to get around their neighborhoods without relying on adults to drive them.
I’m concerned that several of the proposed ordinance changes are too broad, too vague, and not aligned with practical enforcement. As reflected in the staff report and Traffic Commission minutes, commissioners had concerns about nearly all of the new provisions. There was consensus that education and infrastructure must complement enforcement, and that any new regulations should coincide with safer bike infrastructure. That tells me the Commission did not believe the ordinance was ready for adoption as written. They specifically recommended removing the “unsafe speed” provision (62.1.14) and the proposed changes to 49.2.7 (Use of Parks).
Torrance still lacks basic bike infrastructure in many neighborhoods, and several behaviors addressed here are already governed by the California Vehicle Code. The City should avoid creating additional local rules that may exceed or conflict with state law. The “unsafe speed” standard is also subjective and could lead to uneven enforcement and unnecessary interactions between youth and police.
The stuntriding provision also goes too far. When I was a kid, it was normal to pop wheelies, ride downhill quickly, ride to and in the park, or have a friend on the back pegs. These are typical childhood behaviors. We should be encouraging kids to be active and outside, not criminalizing recreational riding that isn’t damaging or dangerous. Enforcement should focus on genuinely unsafe behavior, not normal play.
If the goal is to improve safety, the City should invest in Safe Routes to School, rider education, clearer signage, designated practice areas, and safer street design, including protected lanes where feasible. Those are the tools that actually reduce conflicts. I ask the Council to reject the ordinance as written and ask staff to return with a more focused proposal that clearly improves safety, aligns with state law, and is paired with infrastructure improvements, education, and clear public communication.
Torrance should encourage healthy, active mobility for kids and teens.
Thank you,
Kenneth Johnson
Torrance Resident

I frequently ride my Class 3 ebike in Torrance and am opposed to these proposed amendments. Banning Class 3 ebikes from sidewalks when there is no safe alternative will make it more dangerous to bike in Torrance. On many streets such as Hawthorne Blvd and PCH, cars regularly travel in excess of 50 mph and there are no bike lanes.
Riding with caution on the sidewalk and yielding to pedestrians is the safest option when the City has not provided a safe place to bike. Forcing bikes into 50 mph traffic would be deadly. A sidewalk ban would make sense in locations where there are immediately adjacent bicycle facilities that are protected from fastmoving cars.
Other parts of this proposal are also duplicative or in conflict with state law. The CVC already defines ebikes including their classes, and states that they are subject to Article 4 (Operation of Bicycles).
312.5: (a) An “electric bicycle” is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power. (b) A person riding an electric bicycle, as defined in this section, is subject to Article 4 (commencing with Section 21200) of Chapter 1 of Division 11.
The twoabreast language is also already in state law, though would also make any kind of “bike bus” or group ride illegal. We should not duplicate state law, and also develop laws and infrastructure that makes it safer to bike.
Regarding speeds, I agree with the Traffic Commission that the proposed language is vague and could result in selective interpretation and enforcement. On certain multiuse paths or areas, the City could instead consider a speed limit. Moreover, reducing speed limits and using traffic calming to slow down speeding cars would do the most to help with road safety.
I agree with the removal of the outdated sections about bicycle registration, so thank you for updating that. The rest of the updates may be wellintentioned but I believe the wrong path for the City to take here. I would appreciate if the City could engage more people who ride their bikes to get to school/work on these code updates, since I do not believe they will do anything to make it safer to bike, and will only discourage biking and make it more dangerous.

FOR IMMEDIATE RELEASE Torrance City Council to determine if North Torrance Bike Bus to School, and other Ebike users, Building Community on Two Wheels is illegal
Torrance Public Works and Torrance Police department propose to put the squeeze on ebikes. Torrance City Council to determine whether ebikes are a part of its future. TORRANCE, Calif.
December 15, 2025
As ebikes have grown in popularity, residents have found a new way to explore and discover their community. Many residents who have bought ebikes over the last few years, have quickly discovered the daycare drop off, the elementary school drop off, the nearby grocery store, the nearby park, and the beach are accessible by ebike. All students are no longer being dropped off one at a time by a parent in an SUV, students can now be seen riding their ebikes to school.
With any new technology there are going to be a few bad actors. Ebikes are no different than many of the new technologies that have come into our lives.
Communities are now asking questions about the appropriate age, equipment, and safety of ebike users. These are good questions, unfortunately, Torrance is reacting to a few bad actors and is considering making it nearly impossible to utilize this new transportation alternative.
Proposals from Torrance Public Works and Torrance Police Department want to prohibit the use of Class III bikes on Torrance sidewalks and at all Torrance Parks. Class III bikes have a motor that enable them to go 28 mph. Class III bikes do not have a throttle (Class II). A Class III bike cannot go 28 mph unless the rider pedals at a very high cadence. Class III bikes can also readily travel at 58 mph. Speed and throttle are much better ways to judge what is safe for our sidewalks, than to say no ebikes are allowed.
In our neighborhood, it is not uncommon to see cars traveling on Torrance streets 15mph faster than the speed limit. On a typical 35 mph road, cars travel 50 mph. On a 25 mph rode, cars travel 40 mph. One such road in North Torrance is Yukon Ave. Yukon is North South road between 190th and Redondo Beach Blvd. Many students and parents use this road every day to take their kids to the various schools, the library and parks along Yukon Ave.
Recently kids have been utilizing ebikes and using the sidewalk. These students and other South Bay bicycle riders are not acknowledged by stop lights, and so bicycle riders must often go along the sidewalk to initiate a safe crossing. To tell students they can no longer ride their ebikes on the sidewalk and must use the street is unsafe.
Our North Torrance Bike Bus travels North on Yukon Ave every Friday morning from 182nd to 171st St. Many parents on the Bike Bus utilize Class III electric cargo bikes to carry their children’s items and or to use to go to work afterwards. Unfortunately, Yukon Ave is not safe for young kids to ride their bikes. The North Torrance Bike Bus now has 2530 weekly participants.
Our bike bus is acknowledged and celebrated in Carr Elementary neighborhood; neighbors smile, wave and take pictures. Our bike bus was recently featured in the TUSD newsletter, presented by TUSD Super Intendant Dr Stowe to the Torrance School Board, written about in the Daily Breeze, reached out to by KCAL 97.1 and aired on ABC7 LA. Does Torrance City Council want to be held responsible for shutting down our Bike Bus? City deemed bike routes in our neighborhood are along Prairie Ave and Crenshaw. Cars readily go 50 mph on these streets. Ebike riders can now be seen riding on the side walks of these streets. Does the City Council want to be responsible for pushing these ebike users on these unsafe streets? The proposal also restates that bicycle riders ‘Riding in a Group’ shall not ride more than (2) abreast. Most roads in North Torrance are 40 ft to 50 wide, with street parking on either side, this leaves 24’0” remaining for 2way traffic.
With only 12’0” per lane, two cyclists take up 3’0” each, AB1909 gives the outer cyclist an additional 3’0”, and the inner cyclist should travel 2’0” from parked cars to avoid damaging the parked cars and being hit by a car door.
Thus the two abreast cyclists take up the whole lane. This rule should be revisited to lower the barrier to the creation of bike buses in our community.
The proposals also include regulation on where bikes can be parked at the Civic Center and at Parks, stating they must be parked at designated bicycle parking locations. If bike parking is available, it is often difficult to find, and not suitable. Modern ebikes do not fit in bike racks that are 40 years old. Last weekend when I rode my class III cargo bike with my kids to AYSO soccer games at Columbia Park and the Basketball Court at McMaster Park, I broke this proposed rule 2 times. When I park my bike I am considerate of other people and park my bike in a visible location. Bike locks are easily compromised. Stating all bikes must be parked at designated racks is not practical.
The proposal also wants to prohibit all ‘stunt riding.’ Who doesn’t remember riding on their friend’s handlebars growing up? Who doesn’t want to learn how to do a wheelie? Endangerment of others should be the concern, not kids who are having fun outside by doing wheelies, in their neighborhood.
Please reject these proposals to the Torrance Bike Code. Please continue to allow Torrance residents to discover new ways to travel in their community.
