Expenditure: None.
RECOMMENDATION
Recommendation of the City Manager and General Services Director that City Council:
1. Provide direction regarding the reallocation of available funding from the Herma Tillim Senior Center Capital Project (FAC0023) to support prioritized restroom renovation projects at eight (8) parks; and
2. Authorize staff to proceed with project development, bid solicitation, and construction of the recommended restroom renovation projects.
FUNDING
None required.
DISCUSSION
On August 19, 2025, the City Council directed staff to identify funding for facility improvements and possible expansion of restrooms at Charles H. Wilson Park. As part of a citywide park facilities assessment, staff evaluated the condition and potential renovation needs of restroom facilities across multiple parks. In conjunction with this assessment, staff reviewed existing capital project budgets to determine funding availability for potential park improvements.
The renovation of the Herma Tillim Senior Center is currently awaiting completion of final design development. The project could be deferred to future years, and the City may consider postponing construction and reallocating the existing budget of $933,655 toward the refurbishment of park restrooms throughout the City.
Staff referenced recent park restroom renovation projects to develop cost estimates to inform potential options.

Staff evaluated additional restroom replacement options, including prefabricated buildings and new construction. Preliminary cost estimates by BOA Architecture for the Paradise Park Capital Project indicate approximately $1,000,000 for prefabricated facilities and $2,000,000 for new construction. Neither option is recommended currently due to funding constraints and the fact that the existing restrooms remain generally serviceable. Targeted improvements are therefore recommended to address priority needs.
The Wilson Park restrooms serve as one of the City’s most heavily used park facilities and are currently rated Condition C (Poor). Due to high usage and deterioration, staff recommend Option 2 improvements, including roof replacement and exterior upgrades. McMaster Park restrooms are similarly recommended for Option 2 improvements, consistent with prior renovation efforts at the North Torrance Library.
Funding both projects under Option 2 would leave an estimated remaining balance of approximately $480,000 for other high-priority park restroom needs citywide. Prioritization is based on the Kitchell Facility Assessment, with parks rated Condition C (Poor) and D (Critical) identified as the highest need, excluding facilities with recent or funded improvements.
Based on identified facility needs and available funding, staff recommend proceeding with nine (9) restroom renovation projects, as summarized below.

The City Manager and General Services Director seek Council direction on the proposed funding approach, which enables the City to address multiple aging restroom facilities within the available budget while prioritizing parks in the poorest condition. This supports equitable investment across districts, addresses immediate infrastructure needs, and maintains a modest reserve to accommodate unforeseen construction conditions.
