DISCUSSION
Metro Open Streets Grant Program
The Metro Open Streets Grant Program supports initiatives that temporarily close streets to automobile traffic and reopen them for pedestrians, cyclists, and other non-motorized uses. These events create safe, vibrant public spaces that encourage walking, biking, and community gathering. Complementary “Slow Streets” strategies, originally launched during the COVID-19 pandemic, incorporate traffic-calming installations that reduce vehicle volumes and speeds, enabling residents to safely use neighborhood streets for recreation and mobility.
Combined Cycles Six and Seven of the Open and Slow Streets Grant Program provides $10 million in funding for events throughout Los Angeles County, with a strategic emphasis on leveraging major global events, including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games.
Metro accepted grant applications between August 24, 2025, and October 10, 2025.
Award Selection
The City submitted two applications: one tied to the 2026 FIFA World Cup and a second Olympic- themed variation aligned with the 2028 Games. In support of these efforts, the City received letters 1 City Council

7 of support from the Downtown Torrance Business Owner’s Association, the South Bay Cities Council of Governments (SBCCOG), and Torrance-headquartered American Honda Motor Co., Inc. Collectively, these proposed events and the strong backing from local and regional partners present an exciting opportunity to showcase Downtown Torrance, advance the City’s mobility and connectivity goals, and celebrate the global spirit of the FIFA World Cup in a manner that reflects the community’s diversity and vibrancy.
On November 18, 2025, City staff were notified of Metro’s recommendation to advance the City’s two proposed programs for full funding in the amount of $200,000 each. Following this notification, the Los Angeles County Metropolitan Transportation Authority (LACMTA) Board formally approved the Open and Slow Streets Grant Program Cycles Six and Seven, allocating Proposition C (25%) funds for recommended events. Among the approved projects were the two Torrance applications including the “Downtown Torrance Street Activation – 2026 FIFA World Cup” (Grant Program ID #CYC2512).
The City’s FIFA World Cup program and Olympic variation ranked 11th and 12th, respectively, out of 45 funded applications, receiving scores of 81.77 and 81.43. These proposals ranked above numerous competing requests and were exceeded only by select programs submitted by the Cities of Los Angeles, Pasadena, and Pico Rivera.
The funding agreement attached to this staff report applies solely to the upcoming Downtown Torrance Street Activation – 2026 FIFA World Cup event. Although both applications have been approved for funding, a separate funding agreement for the City’s Olympic-related event will be presented for approval during the applicable event year (2028).
Event Information
The City will host two “Downtown Torrance – World Cup Fan Zone” events that will temporarily transform portions of Sartori Avenue and El Prado Avenue into car-free public spaces for community use, cultural programming, and active transportation.
The events are scheduled for:
•Saturday, June 13, 2026, from 10:00 a.m. to 10:00 p.m. •Saturday, July 11, 2026, from 10:00 a.m. to 10:00 p.m.
Event locations will include Sartori Avenue between Post Avenue and Marcelina Avenue, and El Prado Avenue between Manuel Avenue and Sartori Avenue. Several adjacent intersections and alleyways will also be temporarily impacted.
These events are intended to promote non-motorized transportation, community engagement, and cultural exchange by activating Downtown Torrance streets with diverse and inclusive programming. Planned activities include storefront World Cup viewing parties, food tastings, outdoor dining, live music and dance performances, local artist activations in collaboration with Destination Art, youth soccer clinics, interactive skills zones, learn-to-bike classes, a bike valet, vendor booths, and transportation education and safety outreach. The events will also highlight the City’s broader mobility and connectivity initiatives, including the forthcoming Red Car Rubber Wheel Transit circulator.

STANDARDIZED DATA COLLECTION TEMPLATE
This standardized data collection template was created for the Open and Slow Streets grant program. As part of this program, Metro requires grant recipients to gather data about their events and submit an evaluation report along with their final invoice to meet the program's requirements. Metro requires grantees to administer the survey questions provided herein to evaluate whether the event achieved the program's goals and offered opportunities to promote mode shift within the community where the event took place.
Findings from this data and the final evaluation reports submitted by the grantee will help Metro and the grantees understand the impact and outcomes of these events in their communities and identify their benefits. Additionally, this data will support grantees during this cycle and in planning future events, enabling them to incorporate lessons learned.
The survey templates included are for event attendees, Metro Rail passengers, and business owners along the event route. Grantees are encouraged to use their preferred method or multiple methods for data collection, such as paper surveys, online surveys, or other options. For the General Open & Slow Streets Survey, Metro recommends collecting at least 75 surveys for small neighborhood events and a minimum of 300 responses for larger events to ensure adequate data. To boost participation, grantees should motivate survey takers by offering giveaways or gift cards. Providing access to the survey at multiple locations during the event can also increase participation. For the Metro Rail Survey, grantees should conduct these surveys if their event is near or within a quarter mile of a Metro Rail station, positioning at station exits and following Metro safety procedures. For Business Surveys, grantees should aim to survey all businesses along the corridor on the event day and follow up with an after-event survey if a same- encouraged to survey all participants, including the public, Metro Rail patrons, and business owners.
Additionally, the final deliverable from these surveys should be an evaluation report of the event that includes an executive summary, event pictures, tables, charts, and the spreadsheet with raw data. This data can be incorporated into the report narrative or included as an attachment. Grantees may add extra questions to the survey and should include any additional data collected in their evaluation report to Metro. Other data included are counts of pedestrians, cyclists, and other participants along the route. The report should also assess economic impacts on retailers, such as anecdotes and sales changes compared to pre-event figures.
